Essential Job Functions: Plans, organizes, and supervises the activities of the Facilities Maintenance Department.

 Responsible for the preparation of the department budget and the establishment of budgetary controls. Ensures compliance with established purchasing procedures. Approves all expenditures.

 Plans and directs the remodeling, repair, and preventive maintenance program for all City buildings, including interior and exterior painting, electrical systems, HVAC systems, carpentry projects, plumbing systems, fire alarm systems, fire sprinkler systems, and fire suppression systems. Preparation of schedules for all City buildings, including interior and exterior painting, electrical systems, HVAC systems, plumbing repairs, and carpentry projects. Responsible for the preparation of specifications and blueprints for contract building maintenance work and for in-house repairs to City buildings.

 Evaluates submittals from contractors. Directs and coordinates the restoration of services during and after emergencies .Conducts inspections of work in progress and upon completion; develops short- and long-range plans and strategies. Responsible for developing and maintaining department safety programs.

 Interviews and makes recommendations for the hiring and promotion of employees; conducts employee performance evaluations; develops and implements policies and procedures as necessary. Works with the City Emergency Management Team during and after disasters. Ability to layout a project at the site location; ability to set grade elevations at the project site; represents the department at City Council meetings and attends other meetings as requested.

This position is considered essential during emergency situations.  Works inside and outside in all kinds of weather; may be subject to 24-hour call; often works extended hours including weekends.

Knowledge:   Knowledge of standard practices, methods, materials, tools and equipment common to the building maintenance trades, including electrical, mechanical, plumbing, painting, and carpentry; knowledge of electrical, mechanical, plumbing, and building codes; knowledge of budgeting and accounting techniques.

Skills/Abilities:  Ability to plan, organize, and direct the activities of a large staff involved in the maintenance, repair, and general upkeep of City facilities; ability to prepare cost estimates for time and materials for necessary reports, records and planning; ability to work from sketches, plans, diagrams, and oral concepts; ability to communicate effectively, orally and in writing; ability to develop contract specifications and blueprints; ability to develop and implement budgets and various policies/procedures; ability to establish and maintain effective working relationships with City employees and the public; operate a motor vehicle safely; operate modern office equipment, including computer equipment; ability to prepare contract agreements and change orders; ability to perform project closeout inspections; ability to work closely with architects and engineers to prepare project documents; ability to conduct bid meetings.

Physical Requirements:  Constantly sees, hears, sits; frequently operates a calculator, operates a personal computer, writes by hand, drives, walks, stands; climb ladders; infrequently kneels, squats, stoops.

Education/Experience:  Graduation from high school or equivalent and a minimum of four (4) years' experience in supervising facilities maintenance activities.  Graduation from college with major course work in structural, architectural, or civil engineering, or related field preferred.

This position is considered essential during emergency situations.  Must possess a valid Class C driver's license with a good driving record.

 Other state valid Driver's License equivalent to Texas Class C with a good driving record will be considered.  Texas state law requires within 30 days of residency, you must possess a valid Texas driver's license.
