The essential duties for this job include:

  • Assists in negotiation, development, and implementation of service contracts.

  • Negotiates, develops and implements service contracts for facilities.

  • Ensures Facilities Integrated Workplace Management Systems' information is current and accurate for all districts and divisions.

  • Oversees the implementation of the preventive maintenance program for districts and divisions.

  • Coordinates, inspects, and monitors maintenance of interiors, roofing, flooring and associated heating, ventilating, air conditioning, electrical and plumbing systems of buildings including picnic and safety rest area structures.

  • Makes recommendations on violations noted during inspections and conducts follow-up inspections..

  • Performs evaluation and may assist in developing and implementing the preventive maintenance program.

  • Performs other job responsibilities as assigned.

  • (Experience can be satisfied by fulltime or prorated parttime equivalent)

  • No supervisory experience required.

  • Related College education or relevant technical training may be substituted for experience on year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

  • Safety Impact Certificate

The position performs extensive and highly skilled grant development and coordination, including the preparation of application and reporting materials. The position is also responsible for all aspects of project implementation, including working with federal partners, such as the Administration for Community Living, to explore national best practices and dissemination information to grant sub recipients.Work involves: (1) administering, preparing, maintaining, and reporting grant requirements, including contracting and accountability oversight of subcontractors; (2) coordinating and submitting applications packets, work plan and budget amendments, special reports and project milestones; and (3) serving as a liaison between stakeholders, advisory councils, funding sources and the state. The position will perform in-depth analysis and evaluation for each of the grant programs and provide complex technical assistance regarding overall program design and project implementation, which may include organizing conferences and symposiums for grant sub recipients. The position requires professional and effective communication and interaction with HHSC management, legal and budget staff, program staff, information technology staff, subcontractors, service providers, advocacy groups, consumers, families and other stakeholders. The position requires ongoing, detailed interactions with federal officials, as well as an in-depth knowledge for submitting required materials through the federal electronic information management system. The position also requires professional and highly advanced presentation and organizational skills. The position supports the fiscal management of grant and contract budgets and financial reporting activities. The position works under limited supervision, with extensive latitude for initiative and judgment.Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 1) Develops and reviews policies and rules for the programs, including all relevant federal guidelines, and interprets and prepares these in the form of formal guidance to program stakeholders and/or subcontractors. (15%) 2) Identifies all available sources of grant funds related to the major program areas within their appropriate time frames and coordinates the preparation of application materials (including letters of intent) and other requirements to secure the funds. (10%) 3) Prepares, or evaluates and approves grant application project plans and timelines and coordinates and oversees the completion of related tasks among appropriate staff and/or other divisions and agencies, as relevant; reviews relevant work completed by other staff (including intent letters or major application sections); ensures all materials/requirements are completed in a timely manner for both HHSC management review and final submission. (15%) 4) Plans, manages and conducts internal work groups of staff, external agency personnel and other appropriate stakeholders as necessary to develop project goals, organizational structure, program objectives, work plans, trainings, and budgets. (10%) 5) Oversees and assures HHSC' compliance with all federal grant requirements, including any state requirements related to grant administration; negotiates, monitors, updates and revises all agreements, sub-contracts, project expenses and activities; evaluates, tracks and approves budgets and project costs, including requests for budget revisions.
