"The City of Albany's Public Works Department is currently seeking a Facilities Automation Analyst to join our team. Your expertise will be instrumental in driving innovation and optimizing our facility operations through automation and technology integration. Performs a variety of routine and complex skilled technical work in the development, installation, and maintenance of automation solutions for operating the public works water and wastewater process controls systems, and performs related work as required. The general working hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.Salary Information: Effective July 1, 2024, this position will receive a cost-of-living adjustment (salary increase) of two percent (2.0%).Benefits include:Excellent medical, vision and dental benefit package for the employee and qualified family members with low monthly out-of-pocket cost. General Description

Essential Functions/Duties & Responsibilities

The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.

  • Provides immediate response to process automation system failures. Initiate repairs or corrective action as directed to return failed systems to required level of operational status.

  • Maintains the functionality of process automation systems for the City's water and wastewater treatment facilities; including all associated remote telemetry monitoring and control units, lift stations, distribution pump stations, and metering vaults.

  • Develops and implements local and remote alarm notification parameters, preventative maintenance programs, system upgrades and/or modifications, configuration, testing, and documentation.

  • Maintains operational and functionality of water/wastewater process automation system data and associated reporting systems. Collects data to assist with process control operations, maintenance troubleshooting, regulatory reporting, and additional requirements as directed.

  • Designs, installs, configures, and maintains water/wastewater process automation computer systems and network infrastructure. Implements and maintains a disaster recovery plan to reduce unscheduled downtime events.

  • Develops and deploys best practices for treatment process control system security as outlined by regulatory agencies. Troubleshoots automation related hardware/software problems, repairs or replaces components as necessary and maintains computer system documentation, operating instructions, and standards.

  • Researches and recommends new technologies for improved systems performance, security, efficiency, and administration. Coordinates with management staff, information technology staff or vendors for additional systems support as needed.

  • Provides training in the general use of automation hardware and software components. Assists end users with operational questions or concerns related to process automation computers.

  • Coordinates with facility management and staff to determine process automation goals, project priorities, and operational parameters. Assists supervisor with budget preparations related to maintaining, modifying, and upgrading the process automation systems.

  • Performs project management functions as directed related to automation tasks and projects. Works closely with City departments and other agencies as directed during project design, review, installation, and startup.

  • Prepares and review project documents, drawings, and specifications. Develops cost estimates, solicit bids and quotes from consultants, vendors, or suppliers, review and submit recommendations.

  • Manages spare parts inventory for critical system replacement components. May determine equipment specifications and procurements to ensure department automation needs are adequately addressed.

  • May attend training sessions and conferences as necessary to advance skills and keeps current on issues and practices in all areas of responsibility.

  • Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.

  • Upholds the highest ethical standards and principles, ensuring full compliance with laws and regulations in all City business. As representatives of the City, each employee is accountable for upholding these high ethical standards through their actions.

  • Assists other staff in the performance of their duties as assigned; and may provide training and orientation to new assigned personnel.

  • Maintains regular job attendance and adherence to working hours including arriving to work, meetings, and other related work functions on time.

  • Adheres to appropriate attire, grooming, and hygiene standards established for the position.

  • Operates a motor vehicle safely and legally.

  • Performs other related duties as required/assigned.

Supervision/Lead Work Exercised

This is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position. Incumbents in this position will provide training and orientation to newly assigned personnel.

Qualifications & Requirements

Education and Experience:

An associate degree with major course work in computer science, data processing, electronics, controls, instrumentation, or related studies applicable to automated process control and information systems;

OR

An equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.

Special Requirements:

  • Must successfully pass pre-employment drug screen, background and driving check.

  • Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets City standards.

  • In accordance with Human Resources substance abuse policies, incumbents in this position are subject to the City's Drug & Alcohol testing program.

  • The individual shall not pose a direct threat to the health or safety of themselves or others.

Knowledge, Skills, and Abilities:

Knowledge of: principles, theories, and methods of automated process control systems; current developments, trends, and technologies within the automation field; and structures, systems, and functions of local governments; and applicable policies, laws, and regulations affecting department activities.

Skill in: the operation of listed tools and equipment used; effective organizational, technical, analytical, interpersonal, communication, and problem-solving skills.

Ability to: operate and maintain automation-related computers, operating systems, and related hardware/software; diagnose operational problems of a technical nature and apply analytical knowledge to implement corrections; read, interpret, and apply technical literature; appropriately involve others in decision processes; operate highly technical computer applications, such as GIS or CAD; operate and repair small/light equipment, such as power tools; and communicate effectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public; and operate computers for data entry.

Work Environment:

The work environment is frequently outdoors in outside weather conditions and near moving mechanical parts and in high, precarious places, and is occasionally exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment varies from quiet to severe. Occasional travel includes local and regional meetings, and regular visits to work sites.

Physical Demands:

  • Pulling: sufficient to use upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.

  • Pushing: sufficient to use upper extremities to press against something with steady force in order to thrust forward, downward or outward.

  • Reaching: sufficient to extend hand(s) and arm(s) in any direction.

  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
