Description

Penn State Extension seeks innovative, energetic professionals with a passion for positive youth development to implement the county 4-H program as well as support the statewide program. A position is available in three locations Clarion County (also serving Venango County), Dauphin County, and McKean County.

Please indicate preferred location in the cover letter. 4-H utilizes hands-on activities to foster critical thinking, leadership development, and community engagement. Programs are delivered through non-formal setting, such as 4-H clubs, camps, school enrichment, and after-school programs. Volunteers play an important role in the success of these endeavors, serving as club leaders, coaches and mentors.

The individual in this position works as a representative of the Pennsylvania State University in the delivery of a comprehensive 4-H Youth Development program in a wide range of 4-H curriculum areas. This includes maintaining and expanding existing local 4-H club programs, supervision of programs delivered by program assistants and volunteers, building community collaborations and partnerships, developing a revenue enhancement portfolio, and creating a professional development plan. Major responsibilities include: 1) Implementing educational programs, materials, and activities as part of the overall efforts of the Pennsylvania 4-H program and the identified needs of local county. 2) Recruiting, screening, training, and retaining of adult volunteers. 3) Promoting the 4-H program to retain current members and to recruit new and diverse youth audiences. 4) Effectively, working with the County 4-H Program Development Committee to plan the local program including a fundraising strategy. 5) Providing effective communication to volunteers, youth, and parents to ensure a quality experience. 6) Fostering relationships and developing partnerships with other youth serving groups, schools, or organizations. 7) Coordinating registration, supervision, and transportation for participants in 4-H related events held in other counties, across the state, or out of state. 8) Implementing program evaluation, documentation, and reporting. 9) Providing administrative oversight to 4-H volunteers, youth and clubs to ensure that policy and procedural expectations are followed. 10) Managing funds raised in the name of 4-H at the club and county levels. 11) Complying with the affirmative action plan.

Through public notification and "All Reasonable Efforts, ensure all programs accessible to clientele without regard to age, ancestry, color, disability or handicap, national origin, race, religious creed, sex, sexual orientation, or veteran status. 11) Performing other responsibilities as assigned by the Assistant Director of Programs and Area 4-H Educator. This job will be filled as a level 2, or level 3, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher (Master's degree preferred) or higher plus one year of related experience, or an equivalent combination of education and experience for a level 2.

Additional experience and/or education and competencies are required for higher level jobs. Preference will be given to candidates who have a degree in youth development, education, animal science education, or volunteer development and who have 4-H experiences. This position is administratively responsible to the Area Master Gardener Coordinator and the Statewide Master Gardener Coordinator. Specific program responsibilities: As Master Gardener (MG) Coordinator, direct and coordinate the operations of the MG volunteer program in Westmoreland County and work with the Area MG Coordinator to maintain a strong program in the county. Also coordinate with other county MG Coordinators as appropriate; Serve as the MG spokesperson; Serve as the liaison between the County Extension offices, the state-level MG Program and the volunteers; With the assistance of the MG volunteers, provide community outreach to educate consumers about horticultural and environmental issues in the county; Work with Master Volunteer Committees to: Initiate, staff, manage, evaluate, and prepare program impact reports.
