The Export Compliance Manager is responsible for the operational export support at the Teledyne LeCroy facility located in Chestnut Ridge, New York, as well as to act as the Consolidated Business Unit (CBU) Lead for all other units within the LeCroy group. This position coordinates the day-to-day aspects of export compliance surrounding Teledyne LeCroy products including, without limitation, adherence to applicable U.S. and non-U.S. laws and regulations pertaining to international trade as well as insuring compliance with Teledyne Corporate polices. The candidate will interface with freight forwarders, customs brokers, and internal and external customers on matters pertaining to export regulations.
Ensure day-to-day monitoring of all exports of the business unit
Maintain procedures and documentation for export and import in compliance with US, law and corporate policies
Ensure the export jurisdiction, HTS classifications and country of origin information of each item that may be exported is current
Review technology classifications
Review and approve:
Foreign visitor requests
Public release of papers, presentations and Exports of technology, including deemed exports
Review sales orders daily to ensure that proposed transactions are screened for Denied Persons and Entities, restricted end use and diversion
Conduct periodic audits of ACE AES entries and Import reports
Interact effectively with multiple functional areas including management, supply chain, shipping, engineering, finance, and IT
Provide assistance and support with HTS classification, country of origin, valuation, and other customs issues when needed
Conduct annual export training of all personnel
Communicate with affiliated business units overseas to streamline export and import processes
Conduct periodic assessments of freight forwarder and broker performance
Identify, investigate, and review compliance aspects of any export/import activity with the Director Export & Import Compliance
Meet requirements to become an ITAR empowered official for the SBU
Assist the SBU Facility Security Officer (FSO) with tasks and duties as needed including, but not limited to, the submission and processing of personnel security clearances (SF86s) and periodic reinvestigations, creating and maintaining Contract Security Classification Specifications (DD254s)
Maintains regular contact with all LeCroy group Export Administrators within the CBU via monthly phone calls and periodic site visits
Ensures all Export Administrators within the CBU are conducting annual export training at their respective SBUs
Acts as the liaison between the Export Administrators and Teledyne Corporate International Trade Compliance where needed
Performs local and group-wide auditing and verification of compliance procedures, training records, completion of annual self-assessments, and periodic review of export filings
Bachelor's degree or equivalent experience in export compliance
Minimum five (5) years of directly related export compliance experience
Knowledge of U.S. Customs regulations
Experience in the implementation and maintenance of a compliance program including training, policies, guidelines and procedures
Must be a U.S. person as defined in relevant U.S. export laws
The successful candidate must demonstrate competency in the following areas: International trade compliance, Incoterms, Export Administration Regulations (Title 15, Code of Federal Regulations), ITAR Regulations (22 C.F.R. Parts 120-130), and Customs regulations (Title 19, Code of Federal Regulations), product classification (HTS and ECCN). Knowledge of export regulations in countries other than the USA desirable
