KeyTronic Oakdale, MN facility is seeking an Export Control Officer who will manage and assist with compliance for internal and external requirements including: laws, regulations, standards, statutes, contracts, agreement, etc. in wide range of areas including but not limited to the following:

  • U.S. export control laws and related laws, rules, and regulations.

  • Company policies, procedures, manuals, proposals, contractual documents (Technical Assistance Agreements, export control clauses, etc.), technical publications, OEM documents, standards, specifications, etc.

ESSENTIAL FUNCTIONS (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.)

  • Develop and implement a comprehensive export compliance programs to ensure adherence to all relevant laws, regulations, and policies related to international trade;

  • Manage and maintain documentation related to export compliance, including licenses, permits, and other required records;

  • Draft and/or update export procedures, instructions, forms, and templates;

  • Conduct regular risk assessments and audits of export activities to identify and mitigate potential compliance risk;

  • Develop and conduct an export control training program for all employees to ensure awareness and understanding of compliance requirements;

  • Stay informed about changes in export control laws and regulations, and communicate updates to relevant stakeholders within the organization.

  • Alert the Empowered official and/or the Corporate Trade Compliance Manager, as appropriate, of any non-compliance and support corrective and preventive actions.

  • Evaluate and classify products in accordance with the U.S. Munitions List or Commerce Control List;

  • Determine export licensing requirements for both dual-use items and defense articles and services under the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR);

  • Interpreting U.S. trade regulations and trade related contracts (ITAR, EAR, FTR, OFAC, FAR/DFARS and Customs) and providing necessary guidance;

  • Conduct business partner screening and manage potential positive hits;

  • Collaborate with compliance team on various projects, conferences, audits, assessments, reports, etc.;

  • Assist with research and fact-finding work as needed;

  • Will perform other duties as assigned.

PHYSICAL DEMANDS The employee is regularly required to sit; use hands and fingers, handle or feel objects, talk, hear, and see. The employee must occasionally lift and/or move up to 25 pounds, stand, walk, climb, balance, stoop, kneel, crouch, crawl, or reach with hands and arms. The environment is fast-paced, time pressured, and requires accuracy. The employee will regularly multi-task between projects, be required to move throughout the office building and production floor. Effectively communicate orally and written.

WORK ENVIRONMENT The normal environment is quiet and typical of an open cubical setting with some areas that may be louder at times. The employee occasionally might be near moving mechanical parts and exposed to fumes or airborne particles on the production floor.

Qualifications

  • Master's or Bachelor's degrees in appropriate fields and at least ten years of U.S. export control and compliance experience.

  • Experience with EAR, ITAR, FTR, OFAC, FCPA, SNAP-R, DECCS, FAR/DFARS, ACE and CBP.

  • Experience with technology control plans, deemed export reviews, and vetting companies and personnel.

  • Excellent interpersonal skills to work with and through global, cross-functional teams.

  • Excellent written and verbal communication skills.

  • Excellent problem-solving and leadership skills.

  • Ability to determine export jurisdiction applying appropriate analysis.

  • Ability to manage a complex workload of multiple projects.

  • Ability to manage multiple daily requests with prompt responses.

  • Ability to manage, train, coach, and mentor people.

  • Expertise in a wide range of software including Microsoft and Adobe products.

  • Broad range of knowledge of engineering and technology in aerospace applications.
