Job Summary: The Export Control and Research Security Specialist implements campus-wide policies and procedures related to all relevant export control and research security regulations.

Additional Department Summary: Launched in February 2023, the Office for Research Security & Export Controls (ORSEC) is housed within the Office for Research & Economic Development (ORED), but has a campus-wide mission to ensure export control compliance.

ORSEC oversees the University's research security program. ORSEC supports the University's mission of teaching, research, and service by ensuring compliance with applicable export control laws, regulations, and University policies, while fostering an environment supportive of its efforts to cultivate a campus-wide global perspective and extend its outreach on a worldwide scale.

The Export Control and Research Security Specialist works with ORSEC leadership to implement and manage (1) an effective University-wide export compliance program and related processes and (2) a robust research security program. Serves as a point of contact for internal and external inquiries regarding compliance with export control regulations (Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), sanctions programs administered by the U.S.

Department of Treasury's Office of Foreign Asset Control (OFAC), etc. on research security matters (University's classified research program, compliance with National Security Presidential Memorandum 33 ("NSPM-33") and other federal regulations, efforts to prevent malign foreign influence, etc.). Works with leadership to implement campus-wide policies and procedures related to all relevant export control and research security regulations. Delivers ongoing training, education, and guidance to campus faculty, staff, and students in export control and research security-related matters. Assists in the implementation and management of UA's classified research program.

Advises members of the UA community on export control issues such as international travel/shipments, deemed exports, and identification/handling of restricted persons. Works collaboratively with leadership and other UA units to develop and implement the University's Research Security Program in response to the requirements of National Security Presidential Memorandum

  • 33 (NSPM-33). Reviews export control terms and conditions in sponsored program proposals, awards, procurement agreements, and ancillary agreements. Conducts periodic quality assurance reviews of export control and research security documents, processes, and procedures in concert with leadership.

    Investigates reported or suspected export violations as necessary. Coordinates with other internal/external investigations into matters of non-compliance. Monitors compliance and assess the adequacy of compliance activities and programs throughout the research area and other campus activities.

    Stays up-to-date on relevant regulatory and policy changes to ensure continued compliance and best practices. Participates in appropriate professional organizations such as the Association of University Export Control Officers (AUECO).

Required Minimum Qualifications: Bachelor's degree and four (4) years of export control compliance experience; OR master's degree and two (2) years of export control compliance experience.

Additional Required Department Minimum Qualifications: Due to U.S. export control regulations governing information, technology, and facilities accessed during the performance of this work, applicants must be: (1) U.S. citizens or nationals; (2) permanent residents; (3) asylees or refugees; or (4) individuals otherwise described as "protected individuals" according to Title 8 U.S. Code Section 1324b(a)(3)(b).

Must have or obtain export control certification specific to higher education industry within one (1) year, as courses are available.

Skills and Knowledge: Broad understanding of the compliance requirements of federal, state, and other regulatory agencies.

Extensive knowledge of federal and institutional regulations on export controls (EAR, ITAR, OFAC sanctions, etc.) and their applications within a research-intensive higher education environment. Ability to conduct comprehensive, detailed analyses of complex regulations, effectively and efficiently assess factual situations under those regulations, and develop appropriate recommendations for action. High level of competency with systems applications and databases.

Excellent written and verbal communication skills. Excellent interpersonal and organizational development skills. Proven leadership skills.

Ability to be flexible, tactful, and diplomatic. Well-developed analytical and problem-solving skills.

Ability to innovate.

Preferred Qualifications: PhD in a science or engineering field, or international trade controls; OR juris doctorate; OR master's degree in Business Administration, Public Administration, Public Affairs, Engineering, Physical Sciences, related fields, or law degree.

Experience with direct export control compliance and risk assurance in an institution of higher education. Experience in the administration of a classified research program in accordance with the National Industrial Security Program Manual (NISPOM).
