This position is responsible for optimizing effectiveness and efficiency of the Trade Compliance Operations team. This position will be responsible for operations of moderately complex and demanding activities with delivery of high requirements of service across a site, multiple businesses, enterprises and projects in addition to supervising employees. This includes data management, reporting & analysis, government agency interaction, client interactions, business client interaction, business partnership, and people, resource, budget and project management. Understanding the needs in a changing organization building trust with the business and balancing service level performance and service cost will be a key accountability as well as ensuring that the service levels are maintained as more transactions move to Global Trade Operations Compliance (GTOC). This position is based in Miami, FL.
30% of Time/Core Accountability #1:

Supervise trade compliance operational trade (filing, auditing, and reporting)

  • Provide leadership to manage substantive export compliance operations issues and make final decisions on day-to-day activities with significant impact on the country or location.

  • Utilizing a thorough understanding of export compliance laws, regulations, practices and procedures, supervise a team of professionals to perform trade compliance operations processes and resolve issues at a site level.

  • Execute and maintain a control structure that captures the strategic business requirements to ensure the success of the export compliance operations of Cargill in the region, and integrate these requirements in the design of processes, SOP's and collaboration / connection with the rest of the relevant global functions and COEs.

  • Provide guidance along with Regional Manager, and Customs Advisory team to resolve export compliance operations barriers while maximizing trade compliance controls.

  • Ensure that global trade compliance operations procedures are supported by proper due diligence demonstrating reasonable care standards as defined by Cargill COEs.

  • Oversee the preparation of complex forms and related documents associated with global trade compliance operations requiring an extensive and detailed understanding of trade compliance laws, regulations, practices and procedures applying advice from the Regional Manager, or regional GTOC Managers as well as the Customs Advisory Team.

  • Work under the direction of Customs Advisory Team to support external government agency audits, investigations, reviews and disclosures.

  • Leverage significant knowledge of export compliance operations and other related practice areas, to lead or support Global Trade Operations projects and implementation of IT solutions.

  • Manage or support the management of third party service vendors to fulfill performance and compliance operations requirements.

  • Monitor team performance, developing and reporting KPI's to the country and regional leads, and other stakeholders supporting the achievement of the performance goals.
    25% of time/Core Accountability #2:

People Management

For a local team performing most complex tasks:

  • Responsible for the people management including recruiting, retention, talent development and engagement of the Compliance Operations team. Accountable for creating a collaborative and inclusive learning environment.

  • Manage and provide coaching to team members, including coaching Cargill's core values.

  • Participate in selection of global trade compliance operations team members, plans for future workforce needs to execute against short term and longer-term business strategies.

  • Develop and lead the succession planning efforts.

  • Ensure effective onboarding and ongoing training of the Export Compliance Operations team.

  • Lead the export compliance operations teams with the vision and strategy set for the region, inspiring and delivering results, meeting the business and functional requirements in the global trade arena.
    25% of Time/Core Accountability #3:

Client Interaction and Business Partnership

  • Manage all aspects for export trade compliance operations that span across the location.

  • Implement regional export compliance operations strategy for the local organization.

  • Manage local service delivery model that benchmarks processes, service levels, tools and technology.

  • Develop and maintain relationships with strategic stakeholders (e.g. customs, ports, plants, regulatory authorities, etc.) in the US.

  • Provide oversight and control for global trade compliance operations for location.

  • Work closely with cross functional commercial management, sales, procurement and customers to develop cross border solutions that add value to customers and supports business plans that impact the enterprise.

  • Advise businesses about potential risks of their global trade compliance operations and implement actions to mitigate risks and ensure compliance with the applicable regulations in coordination with the Compliance group.

  • Communicate and collaborate with law, tax and other functions in Cargill during complex contract negotiations, and incident investigations.

  • Represent location in obtaining the required permissions needed to comply with country and local government agencies

  • Through proper training and supervision of direct staff and direct involvement, ensure that internal customers are satisfied and their inquiries, incidents and/or issues are resolved in a timely manner.
    20% of time/Core Accountability #4:

Resolving issues relating to global trade movement and tasks

  • Facilitate the timely border crossing and compliance activities with the regulations for transactions performed by the US Export Compliance Operations team.

  • Implement global trade operations and compliance processes.

  • Evaluate analysis on risk exposure and process improvement and provides direction and input for next steps.

  • Develop and maintain documents, processes and detailed guidelines and detailed procedures for the export compliance operations group in the US.

  • Ensure adequate document retention practices through RIM and COE guidance.

  • Provide leadership on the management and execution of activities in GTOC locations.

  • Collaborate with the different teams and functions to facilitate the execution of businesses global trade activities, focusing on US export compliance with both the foreign trade regulations and operational efficiencies.

  • Implement process improvements across a location to reduce execution costs and/or increase supply chain efficiencies while maintaining customer satisfaction.


Minimum Required Qualifications

  • Bachelor's degree

  • At minimum 5 years of experience in a related field, including customs, trade compliance, export operations

  • Minimum of 3 years of experience in global trade compliance operations activities with a well-versed understanding of the compliance processes, risks and requirements

  • Bilingual English/Spanish

  • Extensive knowledge in export compliance regulations and processes

  • Extensive knowledge of INCOTERMS

  • Proven ability to oversee teams in a high stress, time sensitive environment

  • Proven ability to lead the development and execution of a strategy in a complex environment with multiple stakeholders and interests

  • Proven ability to manage cross border trade compliance operations service performance across multiple businesses

  • Comfortable dealing with and maneuvering through ambiguity while still achieving clear objectives/requirements

  • Ability to plan implementation and lead the team to accomplish the vision

  • Experience in leading and developing teams

Preferred Skills

  • Bachelor's degree in a relevant field, i.e. International business, supply chain

  • 8 years of experience in export operations and trade compliance

  • Certified Customs Specialist or equivalent certification

  • Process Improvement experience

  • Experience of SAP - preferred GTS

  • Demonstrated advanced competencies in free trade agreements and global contracts review

DHL's continued success relies upon this role's ability to review, interpret and implement existing and new DHL policies. Principal Responsibilities: Drives continuous improvement in compliance risk areas in the U.S. operations environment. Ensures compliance with federal and foreign regulations governing shipment, receipt and documentation of imported and exported products through DHL facilities.
