Contingent upon contract award

The Explosives and Hazardous Device Examiner supports the Explosives Unit (EU) and other Terrorist Explosive Device Analytical Center (TEDAC) units that work with the EU by performing operations and logistics duties as directed by the UTM.

Responsibilities include but are not limited to:

a. Maintain partnership with the Defense Intelligence Agency (DIA) Directorate for Science & Technology (DST)

b. Coordinate the transport and examination of material from improvised detonators submitted to TEDAC for full laboratory exploitation

c. Draft LD reports detailing the components that comprise the improvised detonators

d. Obtain different types of detonating cords manufactured all over the world

e. Update and maintain information in the EXPeRT database

f. Serve as the training examiner for non-qualified SSABTs in the EU

g. Provide training in the area of administrative matters, operations of the EU, and the safety procedures associated with the explosives demolition range and associated equipment, the LD Quality Assurance Manual (QAM), Laboratory Operations Manual (LOM), and the American Society of Crime Laboratory Directors / Laboratory Accreditation Board-International (ASCLD / LAB-International) accreditation program

h. Perform both technical and administrative reviews of Forensic Explosive and Hazardous Device reports written by the trainee, verifying accuracy, and compliance with EU Standard Operating Procedures (SOPs) during the trainees training period

i. Conduct technical and administrative reviews for EU device reports

j. Construct and prepare "mock-up" explosive devices for proficiency testing within the EU

k. Provide training to all SABTs deploying outside the continental United States (OCONUS)

l. Develop cases and draft LD reports, as well as write assessments for the Intelligence Unit (IU) and proof read the majority of reports issued by the IU for the accuracy on explosive components and terminology

m. Support activities, functions, or duties, as defined in future TOs

n. Research, develop, and author whitepapers and information papers, as required

Requirements

Education/Experience: Bachelors degree and at least three (3) years of experience

Knowledge, Skills and Abilities:

  • Strong writing and speaking skills
  • Proficient with MS Office products
  • Investigative services
  • Policy development
  • Technical writing
  • Knowledge of explosive handling
  • Experience with the EXPeRT database
  • Travel 20-30%
  • Ability to obtain and maintain a security clearance

VIEW JOBS 2/3/2021 12:00:00 AM 2021-05-04T00:00 <p>Quantico, VA and Huntsville, AL</p><p>Contingent upon contract aware</p><p><br></p><p>The Explosives Range Technician (ERT) serves as the explosives Range Safety Officer to ensure that safe test operations take place and that all scientists, technicians, and visitors are aware of range hazards and conduct themselves in a safe manner which is essential to the basic function of the Terrorist Explosive Device Analytical Center (TEDAC )Improvised Explosives Detection and Synthesis (TIEDS) Center. The ERT shall serve as a support engineer and will be required to work as a member of a team employing well developed communication skills, discretion, and cooperation. </p><p>Responsibilities include but are not limited to: </p><p>a. Aid energetic material characterization efforts designed to understand explosives hazards and performance properties</p><p>b. Develop and write safety plans, provide a range safety overview to new personnel and visitors, purchase and inventory test range equipment, prepare and maintain the explosives test range for experimentation, maintain the test range equipment, manage wastes, support and perform explosives production operations, support and perform explosives hazard and performance characterization</p><p>c. Support operations at the Department of Homeland Security Detection Technology (DTC), by suppling improvised explosives and IEDs, assisting with explosives and device handling, and retrieving the devices following detection analysis</p><p>d. Demonstrate knowledge of policy and procedures related to waste generation, and waste disposal are essential</p><p>e. Test fixture design and production according to drawings and schematics, experience with oscilloscopes, piezo pins, and high-speed videography</p><p>f. Research, develop, and author whitepapers and information papers, as required. </p><p><br></p><p><strong>Requirements</strong></p><p>Education/Experience:</p><p>a. High school diploma and at least three (3) years of experience working with explosives, pyrotechnics, propellants, explosive production / disposal and experience with blasting machines, initiators, firing units, and their maintenance</p><p>b. Familiarity with a variety of detonation techniques</p><p>c. Ability to obtain and maintain a security clearance.</p><p>d. Ability to obtain and maintain a commercial driver’s license (CDL)</p><p>Knowledge, Skills and Abilities:</p><p>a. Strong background in electronics</p><ul><li>Background in welding, woodworking, and metalworking in order to assist with IED construction and lethality assessment</li></ul><p>c. Knowledge of chemistry, physics, materials science, and electrical engineering</p><p>d. Familiar with all aspects of range operation, EOD, and capability to clearly communicate with other EOD personnel as required</p><p>e. Willingness to learn about chemical processes necessary to prepare energetic materials and the techniques used to characterize energetic materials and explosive formulations</p><p>f. Competence with heavy equipment such as forklifts and tractors</p><p>g.
