Expert Software Architect: NYS of Health Project

Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large-scale software system.

Expert Skill Level 84+ months:

Candidate is able to provide guidance to large teams and/or has the extensive industry experience and is considered at the top of his/her field.

• 84 months of experience in transitioning consumers from Welfare Management System (WMS) to NYS health exchange, or other State-based or Federal health exchange - MAGI based eligibility system.
• 84 months of experience with Electronic Data Interchange (EDI) 834 transactions generated by NYS health exchange for Medicaid, CHP, and Essential Plan program recipients.
• 72 months of experience in resolving data discrepancies between the NYS health exchange and other NYS state-based systems, including eMedNY, WMS, KIDS, and OTDA.
• 84 months experience working on the NYS Affordable Care Act (ACA), or other State-based or Federal health exchange.
• 84 months of experience with NYS health exchange, or other State-based or Federal health exchange with a specific focus on eligibility determination rules and Affordable Care Act (federal) rules.
• 84 months experience in Information Technology supporting at least 100-million-dollar infrastructure deployments and environments.
• 24 months of experience in Splunk with at least e-Learning Course Completion Certification for Splunk Fundamental Part-1 and Splunk User Behavior Analytics

Specific duties include:

• Evaluate design, development, testing, and confirm that results are consistent with the system or business processes.

• Analyze and revise flow charts, process models, and technical specs describing as-is or to-be IT systems or business processes.

• Prepare documents such as presentations, and meeting materials.

• Track Project performance to ensure goals are being met.

• Identify and facilitate communications with stakeholder groups.

• Utilize formal project change process and communicate changes with all stakeholders.

• Conduct periodic stakeholder analysis sessions to synchronize expectations, and facilitate lessons learned.
