Job Responsibilities:

  • Must possess an active TS/SCI Fullscope Poly

  • 11+ years of experience as a Network Engineer with system maintenance release experience.

  • The INFOSEC and COMSEC security requirements for the network add to the complexity of these positions. Positions at this level are responsible for performing moderately complex network designs; performing upgrades to limited segments of the network, and performing routine network operations and maintenance (O&M).

  • With limited guidance, performs moderately complex O&M activities. Utilize network analysis tools to identify performance problems in the network. Incumbents follow troubleshooting procedures for restoring the network to optimal performance levels. They assist senior technical staff in preparing troubleshooting procedures for restoring the network to optimal performance levels.

  • With limited guidance, performs moderately complex network designs using existing technology. Plans network configurations for integration into the network, using knowledge of the performance characteristics of the systems being added to the network and the specifications for network interfaces to insure effective integration and optimal network performance. Incumbents prepare technical proposals for presentation to the 's engineering review boards to add new technologies to the network.

  • With limited guidance, performs routine to moderately complex network upgrades. Reviews user requests for upgrades or additions to the network to assess impact on network performance and provides advice and guidance on the most practical technical approach to meeting user requirements. Plans upgrades to existing network configurations, using knowledge of the performance characteristics of the systems being upgraded and the specifications for network interfaces to insure effective integration and optimal network performance. Incumbents prepare technical proposals for presentation to the 's engineering review boards for upgrading existing technologies.

  • Working knowledge of the CIO's policies and procedures relating to the design, upgrading, and operating and maintaining their network.

  • Working knowledge of their Communications and Information Security policies and practices.

  • Working knowledge of theory and practice underlying satellite and LAN/WAN network operations.

  • Education: General equivalency guidelines for education, certifications, and experience are provided below; however, these guidelines do not immediately qualify someone at a particular level. Skill levels for an individual are based upon a combination of education, training, and experience, e.g. someone may have 20 years of professional experience; however they may only be qualified as Full Performance based upon the expertise needed to perform the work within that category.General equivalency guidelines for education, certifications, and experience are provided below; however, these guidelines do not immediately qualify someone at a particular level. Skill levels for an individual are based upon a combination of education, training, and experience, e.g. someone may have 20 years of professional experience; however they may only be qualified as Full Performance based upon the expertise needed to perform the work within that category. General professional years of experience may be substituted for specialized years of experience at a ratio of three (3) years of general experience within an occupation for one (1) year of specialized experience. Relevant certifications will be considered equivalent to three (3) months of specialized experience. An Associate's degree in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline related to the specific skill will be considered equivalent to eighteen (18) months specialized experience. A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline related to the specific skill will be considered equivalent to three (3) years specialized experience (total equivalency is not cumulative when combined with an Associate's degree). A Master's degree in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline related to the specific skill will be considered equivalent to two (2) years specialized experience (up to a total of five (5) years when combined with a Bachelor's). A Doctorate in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline related to the specific skill will be considered equivalent to two (2) years specialized experience (up to a total of seven (7) years when combined with a Master's and a Bachelor's).

As a result of our continued success, we are seeking a Network Engineer to join the Network Engineering Group within one of our Government clients. The Network Engineer will conduct design, development, testing and documentation in support of engineering solutions, upgrades, and modifications of the client's IP/MPLS network to satisfy services growth and expansion in accordance with organizational objectives. The organization this position supports manages a system of integrated telecommunications networks in an effort to provide secure, reliable, and robust communications capabilities to United States Government Departments and agencies operating from Diplomatic and Consular facilities outside of the United States. Some of the services they offer their end customers include terrestrial, satellite and internet services, international direct-dialing, and Voice over IP (VOIP). Job duties: * Plan and coordinate major IP/MPLS network initiatives in accordance and collaboration with the architectural objectives of the organization. * Research, evaluate, and recommend new network equipment and technologies in support of the network. * Provide IP/MPLS network support of new and existing services and features. * Utilize monitoring, performance analysis, network management techniques, software and hardware equipment to troubleshoot and isolate escalated issues, outages and network enhancement efforts. * Troubleshoot IP/MPLS network problems quickly and help provide sound engineering solutions by maintaining an in-depth knowledge of the existing IP/MPLS Network architecture, topology, and configuration details. * Support engineering level escalations for all operational outages in the client?s IP/MPLS network. * Meet regularly with other network team leads and engineers to plan and coordinate efforts, and communicate changes. * Provide internal consulting, technical guidance, information and support to management and departmental clients. * Develop and execute contingency plans for network software and hardware upgrades. * Analyze current products and recommend changes/upgrades to management. * Keep abreast of relevant technologies and maintain selected technical certifications. * Document engineering solutions in accordance to in-house standards including but not limiting to the following documents: Detailed Engineering Requirements, Detailed Reference Design, and deliver detailed Integration Test Plan documents. * Conduct quality, comprehensive LAB tests to prove viability of proposed engineering solutions. Required Qualifications: * In depth understanding of IP networking including routing protocols (BGP, OSPF, IS-IS) * Working knowledge of IP/MPLS network QoS technology (RSVP, Queuing, and Traffic Policing). * Working knowledge of IP/MPLS network security / Firewalls. * Working knowledge of Cisco and Juniper routers, switches, and firewalls. Desired Qualifications: * CCIE/JNCIE or equivalent demonstrated experience Education and Experience: * Bachelor's degree with 8 years of experience, Masters with 6 years, PhD with 4 years, or Associates with 10+ years of related experience Security Clearance: * Active Top Secret clearance with Full Scope Poly (FSP) is required * Must be within five years of the last clearance investigation.
