EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will serve as Executive Officer to the Director, Deputy Director, and/or Sector/Section Chief on complex program management and coordination issues within a program area such as Water, Education, Energy, Housing, Health & Social Services, or the Chief of Staff's Office. In this position, you will meet and consult with various levels of Leadership to resolve issues in financial management, human resources related affairs, and other related operational functions. Typical assignments include:
Providing expert advice and coordination on all administrative management aspects of a program area or project, including budget formulation and annual operating plan development, performance measurements, staff planning, and resource allocations
Monitoring complex and highly visible projects
Executing and implementing policies and procedures related to emergency management activities such as financial management, human resources and managing operational functions
Developing wide range of qualitative and quantitative analytical and evaluative methods and techniques for assessing and improvement of organizations effectiveness and efficiency
Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee's ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.

The qualification requirements listed below must be met within 30 days of the closing date of the announcement.
To qualify for this position at the IC-12 ($73,375) level, your resume must demonstrate at least one full year of specialized experience equivalent to the IC-11 level in federal service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience:
Advising and consulting senior leadership on management aspects of a program area;
Designing and implementing a system for monitoring the overall workload of the office;
Participating in senior-level planning and strategic meetings; and
Collaborating with Senior Leadership on large complex and highly visible projects.
To qualify for this position at the IC-13 ($87,252) level, your resume must demonstrate at least one full year of specialized experience equivalent to the IC-12 level in federal service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience:
Providing and presenting recommendations on management aspects of a program area;
Executing and implementing policies and procedures to promote overall effectiveness and efficiency;
Leading the analysis, interpretation of data, and presentation of information to support sound business decisions; and
Briefing Senior Leadership on activities such as reports, analytical finds, and/or projects related to operational needs of a program area.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
