Position Overview

The Division of Family & Community Services is seeking to hire an independent, critical thinking individual who is organized, detail-oriented, and a conscientious learner with the ability to communicate vertically and horizontally to organize, plan, execute, control and evaluate complex, specialized activities relating to scanning solutions between personal computer (PC)/Local Area Network (LAN) based operations for the Integrated Eligibility System in Cook County. This position operates PC/LAN equipment, including control terminals, printers, scanners; lifts and carriers up to 50 pounds of equipment/documents at one time; ensures new in-state address changes from returned mail are updated; assists in statewide scanning, registers statewide applications, redes, etc; implements and ensures statewide scanning contingency plans in case of a disaster, confers with system programmers on system problems; acts as a disaster recovery site for scanning in an emergency; monitors and evaluates statewide scanning operations and provides recommendations for improvement or issues; and develops, participates, leads and trains lower level team members in testing procedures or scanning, document processing, application registration, redes, etc.

Job Responsibilities

  • As a functional administrator, organizes, plans, executes, controls and evaluates complex, specialized activities relating to scanning solutions between personal computer (PC)/Local Area Network (LAN) based operations.

  • Serves as a working supervisor.

  • Operates equipment including printers, scanner and PC/LAN.

  • Independently conducts complex, specialized activities relating to a PC/LAN based operations.

  • Ensures new in-state address changes from returned mail, assists form management, mail room and print room reporting.

  • Plans data transmission between mainframe and the PC/LAN.

  • Serves as back-up to lower level staff during vacancies and absences.

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.

  • Requires two (2) years of responsible administrative experience in a public or business organization.

SPECIALIZED SKILLS:

Of the two (2) years of responsible administrative experience, requires two (2) years of experience working in a data processing site for a public or private organization.

Preferred Qualifications

  • Two (2) years of professional experience documenting and testing scanning systems and workflows with strong attention to detail for a public or private organization using a variety of software such as Microsoft Excel, Word, Outlook, PowerPoint, WebEx, etc.

  • Two (2) years of professional experience using and managing large scale scanning machines and managing workflow and processes.

  • Two (2) years of professional experience analyzing problems and providing/creating clear instructions on use of a PC/LAN.

  • Two (2) years of professional experience working with public assistance eligibility systems such as Integrated Eligibility System (IES).

  • Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling, training staff, approving time off, and preparing and signing performance evaluations.

  • Two (2) years of professional experience utilizing critical thinking skills while multi-tasking multiple projects.

Conditions of Employment

  • Requires the ability to travel.

  • Requires the ability to work overtime and/or outside of regular hours of employment.

  • Requires the ability to lift/push/pull/carry equipment/documents weighing up to 50 pounds.
