Under the general direction of the Group Vice President of Operations, the Executive Director is responsible for the overall day to day operation of the child-placing agency including implementation of all child-placing agency programs, policies, procedures and financial management.

The Executive Director must demonstrate attention to detail, strong organization and customer service skills and the ability to work in a dynamic work environment.

Essential Functions

Business Management:

  • Assumes responsibility for all foster care related operational activities throughout the state of North Carolina.
  • Works with the finance department to develop and review the program’s fiscal plan as well as refinements to the financial model.
  • Ensures that all balanced scorecard targets are met in each site, each month.
  • Provides a written summary of operations each month to EVP.
  • Ensures that the agreed upon financial model is followed, resulting in meeting contribution targets.

Staff Management:

  • Provides supervision to all Program Directors to include hiring, training and completion of performance management systems.
  • Establishes good hiring practices that result in sound hiring decisions of appropriate staff.
  • Ensures processes are established and followed that all staff are properly oriented and receive appropriate annual training designed so that professionals have clinical mastery sufficient to implement treatment planning goals and objectives.
  • Chairs weekly management meetings for Program Directors.
  • Attends at least one staff and treatment team meeting for each foster care office per month.
  • Facilitates bi-weekly supervision meetings with Program Directors. At least one supervision meeting per month shall be face to face.

Program Management and Development:

  • Develops and ensures implementation of the agency approved foster care services program philosophy.
  • Represents the ncgCARE TFC Program by working collaboratively with various members of the ncgCARE Administrative Services to help ensure that:
  • License renewal applications and visits are completed. Any deficiencies are addressed through the development of an approved plan.
  • Audits of major clinical documents are completed to ensure clinical integrity and uniformity across the state.
  • Outcome measures are identified and data is captured in the most efficient method possible.
  • Paper work and policies meet the standards established by The Department of Social Services Standards for Licensed Child Placing Agencies;
  • Mock licensing surveys are conducted throughout the year to ensure ongoing review of statewide performance of Licensed Child Placing Agencies as related to licensure guidelines and audits.
  • Ensures compliance for all foster care related programming and ensures that all required documentation is completed correctly and timely by assigned case workers for all children and foster parents as required by ncgCARE, DMAS and the Virginia Department of Social Service Standards for Licensed Child Placing Agencies;
  • Maintains detailed working knowledge all Department of Social Services and Department of Medicaid Services regulations, and participates in trainings hosted by the Department of Social Services specific to Licensed Child Placing Agencies.
  • Researches industry endorsed evidenced practices for foster care services delivery and proposes changes to the ncgCARE program accordingly.
  • Establishes a working relationship with assigned Licensing Specialist to ensure that guidance and technical assistance is received as needed to remain compliant with established state guidelines.
  • Fields serious incident reports as outlined by agency policies and reports to Licensing Representative as required by Department of Social Services Standards for Licensed Child Placing Agencies.

Marketing and Development:

  • Works with Marketing Department to develop quality materials for foster parent recruitment and referral services. Ensures that all marketing efforts align with the agency’s philosophy and practices.
  • Plans for and participates in State Wide marketing events to ensure proper visibility for the TFC Program.
  • As needed makes professional marketing visits to referral sources throughout the state.
  • As needed participates in Service Recovery visits throughout the state when a service failure occurs.
  • Identifies means of increasing foster care services program revenue.
  • Assists with annual contract negotiation, rate changes, etc.
  • Participates in FFTA, VALCPA and other industry specific associations.
  • Oversees the pre-service and ongoing development plan for foster parent certification and recertification.
  • Identifies new referral sources and works with Marketing Department to develop relationship building strategies.
  • Establishes working relationships with members of the Comprehensive Services Office for all localities purchasing foster care services from the agency.
