Program Description:

With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH's foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.

Summary of the Position:

The Office of the Chief Program Officer (CPO) oversees the programmatic divisions of the agency including Disease Control, Environmental Health, Family and Child Health, and Mental Hygiene and leads a central policy team. The office serves as a nexus for new program and policy development and coordination as well as program review.

Job Description:

DOHMH has an opening for an Executive Director of Strategic Policy and Programs Reporting to the Chief Program Officer, the executive director will be a senior leader driving policy and program coordination for agency priorities and establishing process discipline for policy development and program implementation. The CPO office leads and coordinates cross-cutting agency priorities and ensures that programs and policies are grounded in data, centers equity, and leverages partnerships to maximize reach and impact.

Duties:

  • Define, lead, and implement an overall agency policy agenda aligning with DOHMH strategic priority areas

  • Lead and/or coordinate policies responding to emergent events or requiring significant collaboration across DOHMH divisions

  • Working closely with the Office of Intergovernmental Affairs, Office of the General Counsel, and other relevant agency units, conduct regular policy sourcing cycles with program subject matter experts to advance policies through Board of Health, City Council, state legislature, or other legislative bodies.

  • Provide strategic advice on issues related to policy

  • Monitor public health trends, research best practices, and conduct analyses to support the generation of new policy and legislative initiatives

  • Oversee a team of policy and program managers and analysts to drive coordination and project management of priority initiatives

  • Facilitate learning, training, and collaboration of policy staff across the agency and with external stakeholders and experts

  • Serve as the point of contact between the Department and the Office of the Mayor and other city agencies and other key stakeholders.

Qualifications:

  • A doctorate degree or master's degree in public health, public policy, public administration, or law degree

  • Previous experience working in fields related to political or policy analysis, legislation, regulation for a minimum 5 years.

  • The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines.

  • Salary - $ 140,000 - $140,000

Preferred Skills:

  • Background in policy, political, legal analysis, development, and implementation

  • Demonstrated track record of collaborating across diverse program and subject areas and coordinating projects with multiple stakeholders;

  • Experience working with public health sector and/or government or legislative office

  • Supervisory experience;

  • Excellent communication (verbal & written) and interpersonal skills.

  • Self-motivator, team leader, and skilled at simultaneously managing multiple priorities and projects and

  • Share the agency's commitment to public health and health equity.

  • Experience with stakeholder engagement and project management.

  • Excellent communication (verbal & written) and interpersonal skills.

  • Strong analytical skills and ability to manage and report complex information.

  • Experience with data collection, analysis and interpretation.

  • Desire to grow professionally, develop new skills and willingness to work outside of comfort zone.

  • Experience working with the public health sector and coordinating projects involving multiple stakeholders.

  • Ability to prioritize and work in fast-paced environment with hard deadlines.

  • Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.

Additional Information:

  • This is a temporary grant-funded position ending in November 2027.

  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.

  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.

  • This individual will be expected to work non-business hours during emergencies.
