EXECUTIVE DIRECTOR

JOB SUMMARY
As the leader of one of the most important departments in the state of Oklahoma, the Executive Director (ED) of the Oklahoma Department of Veterans Affairs (ODVA) provides leadership for all aspects of the Department's strategy, with an emphasis on long-term goals and service to Oklahoma's more than 250,000 military veterans. Responsible for setting the Department's culture, values, and behavior, the ED reports directly to the Oklahoma Veterans Commission.
SUPERVISORY RESPONSIBILITIES
Works in coordination with the Veterans Commission and the Cabinet Secretary of Veteran and Military Affairs to carry out the Governor's vision for ODVA
Responsible to the state legislature for the management of an annual budget of approximately $160 million
Leads a team of top-level departmental supervisors and promotes communication and cooperation among the department's multiple operational branches to create a spirit of unity and mission centric focus within ODVA
DUTIES/RESPONSIBILITIES
Leads the strategic planning, organizing and developing of all of departmental goals, operational plans, and work programs
Oversees all aspects of Oklahoma's State Veterans Homes, the Seaman First Class Billy Turner and Union Soldier's State Veteran Cemeteries, the ODVA Benefits Division, and multiple other Veteran service programs
Oversees the preparation of operational plan and budget for ODVA
Provides regularly scheduled reports to the Oklahoma Veterans Commission regarding activities of the agency and brings all pertinent issues to their attention for formal action and/or information purposes
Maintains positive relations with the state's multiple veteran service organizations (VSOs) for the purposes of staying abreast of emerging issues within the state's community of Veterans, and in conjunction with the Veterans Commission, developing responsive strategies as needed
Maintains a positive and mission-focused relationship with the Cabinet Secretary of Military and Veterans Affairs as well as the Oklahoma's Legislative Committees for Veterans Affairs
Attends and participates in state and national associations for Veterans affairs; assists the Cabinet Secretary and the Veterans Commission in efforts to effect legislation at the state and national-level that is necessary to support Veterans programs
Regularly visits Veterans Centers and Claims Offices and provides on-site inspection of related programs
As required, appears and speaks at Veterans-related community events
As required, participates in meetings and planning sessions with local, state, and federal agencies involving the evaluation and development of agency policies, procedures, and regulations
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of state and federal laws and regulations concerning Veterans programs and benefits
Extensive skill and experience in managing comprehensive programs, in leading and supervising personnel, using staff in the most efficient and cost-effective manner, and in recognizing potential issues early and developing well-thought-out responses
Excellent managerial and financial skills and the ability to take a leadership role over any business operations area
Superlative communication skills, particularly the ability to communicate as a visionary leader
Thorough understanding of management and financial practices in all areas and phases of business operations
EDUCATION AND EXPERIENCE
SPECIAL REQUIREMENTS
Applicants must be willing and able to fulfill all job-related travel normally associated with a government position of this level
Pursuant to Oklahoma Statues, Title 72, Section 63.7, priority for this role will be given to honorably discharged military veterans
This position is exempt from the Civil Service and Human Capital Modernization Act rules
