Responsibilities

VA structures its SES positions into pay bands. This is a Pay Band 3 position.

The salary for this position is capped at $174,500. Exceptions to the salary cap may be authorized.

The incumbent is one of three principle advisors to the Deputy Chief Procurement Officer (DCPO) - Eastern (NCOs 1, 2, 4-8 and the Research and Development contracting team); Central (NCOs 9, 10, 12, 15, 16, and 23, and the Program Contracting Activity

  • Central (PCAC) that includes the National Energy Business Center (NEBC), Workforce Management & Consulting

  • VACO, and VHA Office of Health Information (OHI)

  • VACO, and the Consolidated Mail Order Pharmacy (CMOP); and Western (NCOs 17, 19, 20, 21 and 22G and 22LB).

Through subordinate supervisors and managers, directs the activities of 681 professional, technical and administrative staffs and manages a budget of $69.3M.

Executive Director, Service Area Office (SAO) West is organizationally aligned to the Deputy Chief Procurement Officer (DCPO). The responsibilities include, but not limited to:

Operational execution, oversight, compliance, direction and support of all procurement organizations within their geographic region. Provides leadership and direction to support delegated HCA functions from the DCPO, ensure the efficient and effective operation of all field contracting activities, and maintain compliance with federal and agency regulations, policies, directives and operating procedures.

Ensure operational effectiveness of all procurement and contract management activities and compliance with all regulations, policies and SOPs.

Direct supervisory responsibilities for the Directors of Contracting (NCOs) in order to provide a single reporting chain for all acquisition personnel. Direct standardization of organization structure, processes, procedures, terminology, performance measurement, and customer satisfaction across VISN contracting centers. Serves as a conduit for strategic communication from the DCPO and other executive management and field activities.

Ensure that customer satisfaction levels meet the highest possible standards.

Establish an internal quality control and compliance review process and threshold consistent with applicable policies.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ 1: Extensive knowledge and experience applying Federal procurement laws, rules, regulations, practices and procedures in order to lead a complex procurement operation for a large diverse organization.

TQ 2: Demonstrated ability to manage the transformation of an acquisition organization on a significant scale and ability to assess and prioritize procurement customer needs and to develop a management strategy.

Education

MANDATORY QUALIFICATIONS REQUIREMENTS:

To meet the minimum qualifications for the 1102 series, applicants must possess the following basic, technical, and executive core qualifications. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

Completion of a full four years course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Copies of transcripts must be provided as proof. Candidates who do not provide proof will not be considered.

Acquisition Certification: Applicants who possess or are eligible for Level III certification by the Federal Acquisition Institute (Federal Acquisition Certification-Contracting (FAC-C)) or Department of Defense Acquisition Workforce (Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Contracting); OR applicants who currently possess or are eligible for Level II FAC-C or DAWIA certification and can achieve Level III certification standards within eighteen months from the date of appointment to this position will also be considered.
