Posting Summary

Rutgers, The State University of New Jersey is seeking a Executive Director for the Bloustein School of Planning and Public Policy. The Executive Director is responsible for overall executive management of the John J. Heldrich Center for Workforce Development (the "Center'), including the establishment of business and administrative practices, developing and monitoring the Center's budget as well as all human resource and personnel issues.

Among the key duties of the position are the following:

  • Oversees the day-to-day management of all Center activities and is responsible for managing the Center's research and evaluation activities, technical assistance and program development, and other activities related to the operation of the Center.

  • The Executive Director is also a senior researcher at the Center and works to secure third-party external grants and contracts for Center activities, as well as provides high-level assistance and information to workforce development professionals and policymakers.

  • Represents the Center on committees within the Bloustein School, Rutgers University, and external committees, advisory boards, and research panels, supports the Center's Director and national advisory board, and acts in the absence of the Center Director.

Qualifications

Minimum Education and Experience

  • A Master's Degree is required in public policy, labor, higher education, education, economics, social work, labor relations, economic development, or a related field.

  • At least ten (10) years of experience in public policy in the areas of labor, workforce development, education, social policy, human services, and/or higher education or related policy analysis responsibilities in government, a research organization, or consulting firm 8 of which should be in a supervisory capacity.

Required Knowledge, Skills, and Abilities

  • Strong managerial skills, including a) ability to supervise others, organize and manage multidisciplinary research teams, and motivate staff to achieve expected outcomes; b) ability to develop/monitor Center and project budgets; and c) ability to address a variety of potential personnel and administrative issues.

  • Strong research skills, including a) ability to conceive of and design effective research approaches and methods; b) ability to coordinate both large and small projects; c) ability to secure external funding to support the Center's research, evaluation, and technical assistance activities; d) ability to prepare clear, sound, accurate and informative reports containing findings, conclusions, and a description of the proposed project's methodology and implementation; and e) ability to prepare and make presentations and report findings to grant sponsors and other policymakers and external and internal groups and advisory boards and to explain complex information.

  • Ability to work in a collaborative team environment and foster a workplace culture that embraces and promotes teamwork, professional development growth, and professional acumen, agility, and flexibility as well as a safe, respectful, diverse, and inclusive work environment.

  • Ability to provide information and technical assistance to the front line and well as high-level practitioners and policymakers at the federal, state, and local levels as well as provide neutral third-party expertise and facilitation.

  • Strong writing and communications skills as well as public presentation skills and the ability to represent the Center and the Bloustein School to senior policy maker audiences, workforce development and education/higher education practitioners, and field officials, federal, state and local government officials and philanthropy.

  • In-depth knowledge and expertise in the field of workforce development, higher education, human services and/or education as it relates to employment, unemployment and the labor market, including a) extensive knowledge of federal, state and local workforce development and US employment and unemployment programs and social policies for low-income individuals; b) demonstrated knowledge of existing academic literature on workforce development, social policy, related topics, and public policy; and c) wide knowledge of applied research and technical assistance activities in the U.S. employment and training and human resources policies, including demonstrated knowledge of state and federal unemployment, employment and training and

education law and practices.

Preferred Qualifications

  • Ph.D. in the social sciences preferred.

  • Knowledge of federal, state, and local public workforce development systems, practices and structures; leading workforce development planning, policy and practices in the public and nonprofit sectors, local and national workforce, higher education, career and technical education structure, financing and policy issues; knowledge of state longitudinal data systems and state administrative data sets and systems.

Immunization Requirements

Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees, Rutgers University requires all prospective employees to provide proof that they are vaccinated against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Rutgers University may require certain prospective employees to receive an updated (bivalent) vaccine dose. Under Policy 100.3.1 Immunization Policy for Covered Individuals, if employment will commence during Flu Season, Rutgers University may require certain prospective employees to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless the University has granted the individual a medical or religious exemption. Additional infection control and safety policies may apply. Failure to provide proof of vaccination for any required vaccines or obtain a medical or religious exemption from the University will result in rescission of a candidate's offer of employment or disciplinary action up to and including termination.
