Position Summary

This position is responsible for the overall administration, operation, and evaluation for REACH, Inc. Guidance and direction is provided by the President of the Board, and by the Board and its Committees.

Position Requirements:

  • Bachelor's degree in business, public administration, human services or closely related field or a combination of education and equivalent senior level work experience.

  • Non-profit or public-sector leadership experience supporting individuals experiencing developmental disabilities is preferred.

Duties and Responsibilities

Executive Director

  • Functions as the Chief Executive Officer of REACH, Inc.

Planning and Policy Development

  • Assists the Board of Directors in developing the organization's mission and goals.

  • Establishes plans and policies necessary to the completion of those goals.

  • Periodically assesses the client community's needs for service.

  • Assists the Board in establishing program priorities.

  • Identifies alternative means for meeting client needs with available resources.

  • Develops specific service delivery projects with staff to address the needs of the client community.

  • Develops, writes, and oversees the implementation of the Administrative Policies and Procedures manual as defined by the Board of Directors.

Program Management

  • Provides the staff with a clear understanding of each program's mission and goals.

  • Develops policies and procedures to ensure program work is directed at accomplishing program goals.

  • Ensures technical assistance is provided effectively and efficiently.

  • Directly supervises and assists staff with broad office, unit, or supervisory responsibilities.

  • Assist in the development of long-range agency plans and the implementation of client programs.

  • Ensures that grants and program proposals are submitted in a timely manner and that grants received are tracked as required.

  • Conducts in-service training for REACH staff.

Financial Resource Development

  • Identifies and investigates additional sources of funding or other financial resources including grant writing.

  • Oversees efforts to obtain additional resources.

  • Ensures commitments to funding sources regarding conditions imposed upon funds are met.

  • Works in collaboration with other community resources and agencies to carry out REACH's goals.

Financial Administration

  • Oversees financial functions of all programs and the activities of the controller.

  • Develops the annual budget.

  • Conducts contract negotiations with agencies.

  • Attests in writing that the annual financial statements do not contain any untrue statements of material fact, nor do they omit any material facts.

Personnel Administration

  • Supervises program directors, all REACH staff, contractors, attorneys, and volunteers.

  • Oversees personnel systems including development and administration of personnel policies.

  • Oversees personnel matters related to REACH staff.

  • Periodically reviews and recommends changes to the salary and benefits structure.

  • Conducts all recruitment and hiring activities in consultation with program directors and staff.

  • Ensures all employees have appropriate opportunities, subject to funding availability, for training and professional development.

  • Establishes and maintains interagency communication.

Maintains facilities, Equipment, and Property

  • Maintains all office space, including leases, janitorial services, repairs and construction with the assistance of the Facility Director.

  • Supervises the controller in maintaining program insurance policies and ensures all agency records are maintained.

  • Supervises the administrative staff in management of program equipment.

  • Approves purchases of all equipment.

  • Oversees accounting staff in the management of office supplies and the preparation and maintenance of the fixed assets inventory.

Board Support

  • Provides oversight for Board activities, including preparation for Board meetings.

  • Provides the Board with current operational and financial reports.

  • Acts as a liaison to the Board for REACH staff and clients.

  • Develops and oversees new programs as defined by the REACH Board of Directors.

External Relationships

  • Plans and carries out public relations activities.

  • Creates and maintains positive relationships with the client community, the community as a whole, local, state, and national organizations, governmental and community organizations, funding sources, and statewide media.

Volunteer Resource Development

  • Oversees and investigates possible sources of volunteer assistance.

  • Supervises efforts to obtain and manage volunteers.

  • Ensures commitments made to volunteers or referral organizations are met.

Client Complaints and Grievances

  • Responds to and resolves client grievances, denials of assistance, or complaints about the quality or manner of services provided by REACH.

Other duties as assigned from time to time by the REACH Board of Directors.

Minimum Knowledge, Skills, and Abilities

  • Ability to read, analyze, and interpret general business periodicals, professional journals, financial reports, legal documents, technical procedures, or governmental regulations

  • Professional level writing skills including but not limited to reports, business correspondence, and procedure manuals

  • Excellent computer skills including all MS Office programs

  • Excellent time management skills

  • Excellent communication and interpersonal skills including public speaking

  • Ability to define problems, collect data, establish facts, and draw valid conclusions

  • Exhibit independent judgment in the development, implementation and evaluation of plans, procedures, and policies; and interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables

  • Knowledge of the principles and techniques of grant administration, contract administration and negotiation, and community organization

  • Working knowledge of fiscal and organizational management, principles, and practices of marketing and public relations

  • Working knowledge of Medicaid and equivalent programs providing services for individuals experiencing disabilities.

Physical Requirements:

Physical Requirements: This position will work primarily in an office environment requiring a full range of motion including standing, walking, bending, and twisting as necessary. This position will spend a significant amount of time using a computer requiring visual acuity, color definition, and dexterity in fingers/hands. This position may at times require employees to transition between interior workspaces including but not limited to exposure to the elements and walking on uneven ground, and the ability to drive a vehicle.
