Job Description:

The Center for Observational and Real-world Evidence (CORE) within our Research & Development division provides global scientific leadership in effectiveness and value evidence research. The mission of CORE is to lead value evidence strategy & research to inform healthcare decisions, enabling better access for patients. The Strategy and Operations (S&O) team in CORE collaborates across all functional areas in CORE to generate scientifically robust evidence to fulfill value evidence needs throughout the development of our company's innovations.

The Executive Director, Research Operations, leads a team of project management and study management professionals to operationalize CORE's portfolio of health economic, outcomes, pharmacoepidemiology and non-interventional research. The Executive Director will be accountable for the efficient and compliant end-to-end execution of CORE research activities from study request, through sourcing, execution and closeout. The role requires close partnership across all functional departments in CORE and the entire S&O organization, and with other organizations across our Research & Development division.

The Executive Director, Research Operations, CORE Strategy & Operations, leads a team of project managers and study managers to collaborate across CORE to execute CORE research activities. This leader will be accountable for the effectively implementing all CORE and Research & Development standard operating procedures across all phases of non-interventional research. Key responsibilities include:

  • Maintain research execution by collaborating across the enterprise on high quality, scientific non-interventional research and other CORE activities

  • Oversee the realization of health economics, pharmacoepidemiology, modeling and outcomes research activities through two centers of excellence: supplier management and study management

  • Manage contracting process and continued collaboration with Procurement, Vendor Qualification and Site Ready Services.

  • Partner with legal, compliance and other Research & Development research operations functions.

  • Accountable for maintaining effective resource allocation model to distribute CORE resources at the optimal points of the research execution process

  • Ensure the efficient implementation of operational excellence and process improvement initiatives across the entire CORE portfolio

  • Define and oversee building and maintenance of the CORE research operating model and processes.

  • Represent CORE on internal committees, task forces and working groups related to research operations, risk management, legal and compliance.

  • Recruit and develop new team members into their assigned roles and responsibilities

  • Ensure sharing of relevant best practices across the our Company's enterprise.

  • Build and maintain a robust understanding of the value evidence environment and the application of CORE research activities in healthcare decision-making

  • Expertise and experience overseeing a research operations organization

  • Understanding of non-interventional research, including real-world evidence, value evidence, health economics and outcomes research and its role in healthcare decision making

  • Excellent understanding of the global regulatory, legal and compliance environment

Education Minimum Requirement:

  • Required: Bachelor's Degree in scientific, research, operational or business discipline

  • Preferred: Master's Degree (business; operations or scientific discipline)

Required:

  • 15+ years of leading, interpreting, utilizing, evaluating, and/or conducting health economics and outcomes research to support pharmaceutical product market access from early development through lifecycle management across multiple therapeutic areas

  • Experience leading and directly managing teams, including leading cross-functional teams. Ability to navigate new or ambiguous situations

  • Broad knowledge of reimbursement and HTA processes and how value evidence can support the information needs of decision makers

  • Experience initiating, developing and leading broad-scale process improvement projects and programs

  • Experience making complex decisions and strategic choices

Preferred:

  • Direct management of multi-level organizational structure

  • Leading a diverse workforce and managing mix of full-time and contractor employees

  • Demonstrated ability to build, mentor and develop talent

The Project Managers and Alliance Managers are core members of discovery, development, and alliance teams at our Company. Project Managers drive these cross-functional teams to deliver projects and products that improve human health and our Company's business, and Alliance Managers ensure successful collaborations with our Research & Development Division alliance partners. The Project Management Office (PMO) is responsible for the development, sustainment, and training of GPAM-owned systems, tools, and business processes as well as alignment with Finance, IT, and functional area operations groups within our Company. The open position is specifically for the role as the project manager. The Associate Director, Project Management, is a core functional area member of Early Development and/or Product Development Teams (EDTs and PDTs, respectively), partnering with team leaders to plan and execute our Company's development and in-line portfolio efforts. Projects may be internal or part of alliance agreements with external research and development partners. Project managers may manage cross-functional, cross-divisional, and/or alliance governance committees and are expected to contribute to ongoing business process improvement and talent development in GPAM. This position may be based in either Rahway, NJ or Upper Gwynedd, PA. Primary Responsibilities * Independently managing projects in any phase of development (discovery, preclinical, clinical, lifecycle management) in any therapeutic area, including molecular entities of any modality (small molecule, biologic, vaccine, combination product). Projects range in priority, pace, and complexity, and may include one or more alliance partners. * Guiding teams through creation, management approval, execution, and termination/closeout of integrated project plans appropriate to the phase of development and complexity of the project. This includes integration of strategic and tactical input from diverse disciplines (e.g., biology, chemistry, pharmacology, clinical, regulatory, access, supply, and other areas), as applicable to the project. * Contributing to, synthesizing, and articulating program strategy and translating it into execution. * Collaborating effectively with functional areas, support functions, and alliance partner functions (if applicable) to facilitate project delivery. * Leveraging relationships and networks to improve and enhance team dynamics; proactively identifying and removing obstacles to drive business results. * Providing our Company's organizational and process expertise to teams to enable navigation of discovery, development, and corporate governance and business requirements. * Ensuring project schedules and risk management plans are fully developed and updated, governance contracts are adhered to, change control procedures are followed, and communications within and from the team are clear and effective. * Partnering with Finance to ensure resources/budgets are planned and managed. This may include tracking and managing partner activities that drive Full-Time Employee or Equivalent expenses in discovery or development alliances, in partnership with the Alliance Manager. * Preparing regular reports that summarize project status/issues and documents/presentations for senior management/governance committees/alliance committees. * Maintaining accurate project data in enterprise databases. * Preparing for, facilitating, and documenting outcomes of team meetings, ensuring meetings have clear purpose and objectives and that conflict is surfaced and resolved. * Managing or administrating strategic, cross-functional or cross-divisional management, governance, or alliance committees. * Providing mentoring, coaching, and oversight to Specialist/Senior Specialist project managers working on common projects. * Actively participating and completing ongoing training and personal development activities to increase leadership competency and to gain knowledge and skill in the discipline of project management and the business and science of pharmaceutical product discovery and development.
