Executive Director, Office Of Neighborhood Safety

The Office of Neighborhood Safety (ONS) puts communities at the center of creating and sustaining public safety. ONS manages a holistic array of initiatives aimed at improving quality of life and promoting peace in communities most affected by divestment and violence. We achieve this through equity in place-making and place-keeping of vital neighborhood spaces, a number of crisis-response initiatives that focus on gun violence prevention and community-based emergency response, and programming for youth, families, and adults that promote healthy and connected communities.

ONS programs are essential to supporting safety in communities. ONS executes its mandate through a diverse array of projects that span government agencies at the city, state and federal levels and may include non-profits, foundations, community groups and others. ONS programming is delivered through credible community-based providers that serve their neighborhoods with integrity, care, and high-quality programming.

JOB RESPONSIBILITIES:

The Executive Director of the Office of Neighborhood Safety serves as a senior level member responsible for developing and implementing innovative solutions to emerging neighborhood safety and high crime area problems, advising Leadership on long-term neighborhood-based crime-reduction strategies, and ensuring that ONS policies and programming are effectively implemented and advance strategic goals. The ideal candidate will have multiple years of experience on neighborhood activation and crime control as well as demonstrated experience building and implementing transformational, large-scale traditional and non-traditional criminal justice programs.

The ideal candidate is a thought leader with strong managerial, operational and analytic capacity. The responsibilities of the Executive Director include but are not limited to:

• Serving as the primary point of contact with senior law enforcement officials at the federal, state and city

level for neighborhood safety and high crime areas work;

• Developing and coordinating the execution of neighborhood-based multi-agency strategies focused on

the reduction of crime, particularly violent crime;

• Identifying and developing new ideas to prevent and reduce crime in high crime areas; advising on

legislative initiatives at the local, state and federal level

• Provide fiscal, operational, and programmatic oversight to programs and services within the ONS

portfolio including NeighborhoodStat, space activation initiatives, therapeutic services, school-based

programming and more;

• Build relationships connecting key partners to the ONS/CMS work; including by building strong

working relationships with relevant non-profits and community organizations that can serve as partners

in transforming the lives of individuals and communities supported by ONS services.

• Managing staff members responsible for data reporting, community engagement, agency coordination,

and problem solving;

• Direct strategy and implementation of ONS initiatives to respond to the social determinants of

community violence;

• Cultivating and maintaining excellent relationships with stakeholder groups, other government agencies,

community non-profits, advocates, family members, survivors, and justice-impacted individuals;

• Representing at meetings with community-based, governmental, and business entities, among others.

• Perform other responsibilities and duties as assigned.

Minimum Qualifications

Three years of full-time professional experience working in a office engaged in day to day operations in criminal justice, 18 months of which must have been in an executive, managerial, administrative, or supervisory capacity. This includes, in particular, a familiarity with the criminal justice operations and actors in New York City; Demonstrated operational leadership and success designing and implementing innovative neighborhood-based crime control programs; Demonstrated project management and problem-solving skills, with ability to design and implement large-scale, long-term strategic plans; Ability to provide thought leadership on areas of emerging concern, informed by knowledge of the day-to-day operations of criminal justice processes and the adult and juvenile criminal justice systems in New York City; and Effective leadership and communication skills, with the capacity to convey credibility with both internal and external stakeholders and advise the Director on office operations and objectives

Preferred Skills

• Bachelor's Degree required, Master's Degree Preferred (social service, public administration, or related human services field) - Three years of full-time professional experience working in a office engaged in day to day operations in criminal justice, 18 months of which must have been in an executive, managerial, administrative, or supervisory capacity. This includes, in particular, a familiarity with the criminal justice operations and actors in New York City

• Demonstrated operational leadership and success designing and implementing innovative neighborhood-based crime control programs

• Demonstrated project management and problem-solving skills, with ability to design and implement large-scale, long-term strategic plans

• Ability to provide thought leadership on areas of emerging concern, informed by knowledge of the day-to-day operations of criminal justice processes and the adult and juvenile criminal justice systems in New York City and

• Effective leadership and communication skills, with the capacity to convey credibility with both internal and external stakeholders and advise the Director on office operations and objectives

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
