Lakeville Area Schools (Independent School District No. 194) is an award-winning school system located in the south metropolitan area of Minneapolis/St. Paul Minnesota. The district serves approximately 12,000 students in Lakeville, parts of Burnsville and Elko New Market, and portions of Eureka, Credit River and New Market Township. There are nine elementary schools, three middle schools and two high schools, Lakeville Pathways Academy, Lakeville online Academy, Early Childhood programming, and lifelong learning opportunities through Community Education. POSITION SUMMARY:

The Executive Director of Student Services reports to the Superintendent and directs the planning, development, organization, management, direction, and implementation of all aspects of Special Education and Student Services for the District including but not limited to social-emotional wellbeing, health services, special education, Title I, services for English learners, grant-funded programs, student discipline, and Section 504 compliance. Furthermore, the Executive Director ensures compliance with all laws, codes, and regulations related to Student Services; evaluates assigned personnel, and collaborates/provides support to administrative and professional staff in a manner that is consistent with the mission, vision, and priorities of the Lakeville Area School District.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The essential functions of this position include, but are not limited to, the following fundamental areas and associated duties:

Special Education and Related Services

  • Plans, develops, and recommends budgets for special education/service programs. Administers and monitors approved budgets, revenues and expenditures for special services.

  • Collaborates with the Exec Director of Business Services in setting up all aspects of the special education budget.

  • Allocates expenditures consistent with UFARS, MARSS, STAR and SEDRA guidelines, rules and requirements.

  • Oversees and coordinates tuition billing, third party billing, special transportation and referrals for outside services.

  • Responds to and prepares for MDE fiscal monitoring and information requests.

  • Manages and supervises all district wide special services personnel

  • Provides a comprehensive system for staff development to assure compliance with special education laws, rules and to improve skills in research-based practices.

  • Recruits, hires, supervises, evaluates, provides professional development, including teachers, paraprofessionals, office specialists, clerical support, and other special services staff (e.g. Homebound Instruction, Nursing Services, Section 504, PHP, etc.).

  • Supervises and oversees the preparation and submission of various district, state and federal reports and applications pertaining to special education services, staffing, funding and assurances. Oversees the provision of special services:

  • Evaluates district needs for new services or changes to existing services and programs. Advises and makes recommendations to the Superintendent regarding the need for new programs or major program modifications.

  • Provides training supervision and support to staff in identification, evaluation and services in special education.

  • Monitors district instructional practices for consistency with laws, rules, regulations and requirements, and best practices.

  • Designs and implements a full continuum of services for eligible students including students attending non-public schools within the district.

  • Adjusts programs and services to help meet district goals and improve results for students with special needs and disabilities.

  • Develops, implements and maintains policies, procedures and practice statements to assure compliance with laws, guidelines and best practices.

  • Oversees the Continuous Improvement Monitoring Process (CIMP) required by MDE involving program evaluation and self-monitoring compliance.

  • Oversees Special Services programs such as Health Services. Hires and evaluates staff, oversees the budget(s), plans and oversees program development activities and student crisis issues.

  • Provide guidance and support in compliance with state and federal law, including Section 504 of the Rehabilitation Act of 1973 and district 504 procedures.

Student Services

  • Collaborate with the Assistant Superintendent and Teaching and Learning Dept in the planning and implementation of services and supports to align with student needs and the District strategic plan.

  • Provide leadership and support to student services staff in the areas of evidence-based academic instructional methods and social/behavioral interventions.

  • Collect and disseminate information from research, validated practices, and professional resources to improve student services programs.

  • Compile and analyze data from a wide variety of sources (e.g. staff, parents, district data systems, etc.) to identify strengths and opportunities for improvement, determine long-range and short-term goals and objectives; implement continuous improvement activities, and evaluate the effectiveness of programs and services.

  • Develop proposals, new services, budgets, and grants to meet District goals.

  • Coordinate activities/documentation to demonstrate district compliance with state and federal standards for all areas of responsibility.

  • Prepare timely and concise reports and recommendations for the Superintendent and the Board of Education, including comprehensive financial and program data for all aspects of student services.

  • Oversee the recruitment, interviewing, hiring, and training of District-level Student Services staff.

  • Make staffing recommendations for the student services department per district guidelines and budget requirements.

  • Develop, implement, and monitor systems for budgeting, including estimated revenue and expenditures of local, state, and federal funds allocated to the district for Student Services programs

  • Supervise, direct, and evaluate the work of assigned District leaders and office staff.

  • Work collaboratively with other administrators to meet district strategic goals and ensure alignment of educational programs, services, and operations; encourage and maintain the cooperative involvement and support of parents/caregivers and the community.

  • Respond to issues and problems of students and families; work with complainants, school principals, and other necessary staff to resolve conflicts.

  • Supervise programs for homebound and hospitalized children in compliance with MN laws.

  • Direct the District's compliance with the McKinney-Vento Homeless Assistance Act.

School Safety

  • Facilitate the implementation of the district's policies and procedures related to student bullying and harassment, and ensure that they are applied consistently across the district.

  • Oversee School Resource Officer (SRO) program and supervise the district student safety, threat assessment, and crisis intervention team process.

Executive Cabinet

  • Serve as a member of the Superintendent's executive cabinet; attend Board of Education meetings and work sessions and district leadership meetings as directed by the Superintendent.

  • Perform such other duties as may be assigned by the Superintendent and/or the Board of Education.

POSITION QUALIFICATIONS:

  • Hold a Minnesota license as a Principal AND Director of Special Education

  • Minimum of two years experience as a Director of Special Education or equivalent

  • Managerial skills including planning, budgeting, supervision, problem-solving, conflict resolution, and team collaboration

  • Knowledge of the Multi-Tiered System of Support (MTSS) model and scientifically-based educational practices.
