Title: Executive Director of Human Resources and Benefits Administration

Summary/Objective

The Executive Director of Human Resources and Benefits Administration works closely with the Vice President of Finance and Business Affairs to lead, optimize, implement, and support various strategic Human Resources functions that promote positive employee relations and organizational development.

Essential Functions

Specific areas of oversight and responsibility include recruitment, compensation and benefit plan administration, employee relations, and professional development and training programs. In addition, the Executive Director of Human Resources and Benefits Administration will administer and oversee employment agreements, disciplinary actions, and employee separation. Must possess the ability to evaluate existing practices and implement new programs where needed. Must possess solid leadership and team building skills. Must be able to act quickly and decisively and follow directives closely with a positive, teamwork approach.

  • Recruitment - review and placement of advertisements; directly guide hiring managers in process.

  • Salary budget - maintain budget data; create ad hoc reporting for constituents.

  • Training - review and manage appropriate and regulatory training options including training for search committees.

  • Benefits - assist with negotiation of annual benefits, manage employee new hire and annual enrollment meetings/materials, manage participant enrollment with vendors, assist employees with benefit concerns.

  • Conduct exit interviews.

  • Responsible for new hire offer, transfer, and promotion letters.

  • Responsible for management of HR data in Colleague system including creation of new positions and relate HR data reporting.

  • Review and manage employee position descriptions and classifications.

  • Manage tuition waiver program.

  • Manage staff annual performance evaluations.

  • Manage salary surveys such as CUPA. Assist with IPEDS survey.

  • Mange employee handbook, updating as required or necessary.

  • Manage 403(B) audit and assist with other related department audits.

  • Responsible for government filings: IRS 5500 annual returns and 1095-C Forms.

  • Manage employee issues and concerns relating to employment; serve as advisor, mentor, or advocate when appropriate.

  • Manage employee Leave programs including staff paid leave, FMLA, and specific COVID-19 matters.

  • Manage ADA and other accommodation requests.

  • Serve as contact for legal requests relating to employee matters.

  • Responsible to identify and maintain best practices in Human Resources; ensure that current practices are updated to adhere to new regulations.

  • Responsible that payroll related data is accurately entered, and appropriate documentation is maintained including new hires.

  • Responds timely to government request such as unemployment claims.

  • Performs other related duties as assigned including maintaining personnel files.

Supervisory Responsibility

This position has supervisory responsibilities.

Work Environment

Normal office environment where there is no physical discomfort due to temperature, dust, noise and the like.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m.

Occasional evening and weekend work may be required as job duties demand.

Travel

No travel is expected for this position.

Required Qualifications

Required Education and Experience

  • Bachelor's degree in human resources management, Business Administration, Organizational Behavior, or closely related field.

  • A minimum Five (5) years of progressively responsible human resources experience that include experience in a supervisory or management role.

  • Experience in higher education or non-profit operations preferred.

Preferred Qualifications

  • Master's degree in human resources management, Business Administration, Organizational Behavior, or closely related field.

  • Experience in higher education or non-profit operations.

  • SPHR certification.
