JOB TITLE: EXECUTIVE DIRECTOR OF EXCEPTIONAL CHILDREN

GENERAL STATEMENT OF JOB

The Director of the Exceptional Children's Program provides the leadership to the local educational agency programs for exceptional children's programs including the Homebound Services for HCPS. The role includes the ability to motivate, influence, and shape individuals in order to assure continuous organizational development and improvement. Provides leadership in the areas of planning, curriculum and instruction, policy, community relations, personnel practices, and fiscal management. The Director is responsible for administering the Exceptional Children's Program in compliance with local, state and federal guidelines, rules, regulations and laws.

REPORTS TO: Assistant Superintendent of Curriculum and Instruction

ESSENTIAL JOB FUNCTIONS

  • Provides administrative support for the implementation of programs and services for exceptional children Pre-K - Grade 12.

  • Prepares budget and administers funds in accordance with federal, state and local policies.

  • Supervises the Exceptional Children's Program staff district-wide.

  • Provides professional development for the Exceptional Children's Program staff.

  • Projects annual allotments of licensed and support staff for the Program and assists in the hiring of personnel.

  • Recommends and prepares contracts for needed related services to include physical therapy, occupational therapy, psychological services, speech therapy, health services, audiology and any other identified services

  • Establishes new programs as directed by the state and as needs arise.

  • Works cooperatively with other community agencies such as Group Homes, Smart Start, TEACCH, Mental Health, etc.

  • Participates in IEP/Placement meetings when necessary.

  • Submits Exceptional Children federal and state applications for state approval.

  • Performs student observations and provides assistance through school and classroom site visits.

  • Facilitates data collection and proper documentation and compliance within the electronic data systems.

  • Researches grants, entitlements and allocations available from the federal and state governments.

  • Evaluates school requests for federal/state monies.

  • Ensures all student records are in compliance with required procedures.

  • Manages equipment and instructional supplies budgets.

  • Provides accurate student headcounts Pre-K-12 Grade when required.

  • Stays current on all laws and re-authorizations.

  • Plans and coordinates activities district-wide.

  • Prepares mid-year and annual reports for NC DPI.

  • Supervises the district Homebound Program.

  • Performs other duties and responsibilities as assigned.

Minimum Qualifications:

  • Master's degree in Education or a related field and 3 to 6 years of experiences as a program administrator or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

  • Certification as an Exceptional Child Program Administrator preferred
