Executive Director of Elementary Education Job Goal: The job of Executive Director of Elementary Instruction was established for the purposes of implementing and maintaining elementary level instructional curriculum which conforms to district, state, and federal requirements; serving as a resource to other school personnel and programs; ensuring that elementary level program and service objectives for students are achieved within budget guidelines and in accordance with the district strategic plan.

Also, the Executive Director of Elementary Education is assigned the responsibility of managing the federal programs in accordance with federal guidelines and school policies. Major areas of responsibility are planning, implementing, evaluating, and reporting on the federal Title I, II, III, IV and V programs. Contract: 235 Days Reports To:

Assistant Superintendent of Curriculum and Instruction Desired Qualifications Master's degree or higher Successful experience as an elementary principal Valid South Carolina Professional Teaching Certificate Knowledgeable in current and emerging educational research, current literature, trends, and developments, as well as evidence-based practices in instruction Knowledge of state and federal program rules, policies, procedures, and legislation Proficient in data analysis Ability to manage personnel, programs, and fiscal resources Ability to follow state and federal directives Ability to develop creative solutions and make student-centered decisions Ability to take initiative, be detailed-oriented, and be highly organized Ability to develop long-term goals and objectives Ability to plan, direct, and coordinate work and to promote positive staff morale Ability to schedule and monitor development projects Ability to evaluate the effectiveness of programs and make recommendations for improvements Strong leadership skills and demonstrated success in and knowledge of supervision, organization, and administration Effective interpersonal, communication (written and verbal), and conflict resolution skills Performance Responsibilities Addresses public audiences to explain district curricular and instructional expectations to elicit a broad base of community support Assists principals, instructional staff, and teachers in compiling and analyzing data (ex. MAP, KRA, myIGIDs, SC Ready results, surveys, demographic data, etc.) to determine curricular and instructional strengths and needs at the student, classroom, school, and district levels and to make recommendations and facilitate the development of improvement plans accordingly Analyzes state, district, and elementary school level assessments (ex. MAP, KRA, my IGIDs, SC Ready, benchmark tests, etc.) to ensure that assessments are reliable, aligned with the district's goals for student achievement, and adhere to state and federal administration regulations Attends various meetings (ex. board meetings, training, hearings, state and federal meetings, etc.) to provide and/or receive information Collaborates with other instructional staff, administrators, and teachers to develop strong parental involvement and family engagement programs to increase student achievement Coordinates PK and elementary program components, support, and resources to deliver services which conform to established guidelines Coordinates implementation of PBIS program in elementary schools to improve student conduct Assists with selecting and adopting textbook and instructional materials for elementary grades to ensure textbooks and instructional materials support improved student learning and district goals Designs and develops reporting systems that communicate student performance to ensure ongoing assessment and communication of progress in meeting student performance standards Develops long and short-range plans and programs and conducts evaluations of programs, (ex. instructional materials, including science kits, multimedia, new programs, etc.) to ensure that the district's resources are effectively utilized Facilitates communication and coordination among elementary instructional staff (ex. professional development, courses for teachers ' curriculum related questions/concerns, etc.) to meet curriculum guidelines and ensure that state mandates are achieved Leads and works with other instructional staff, administrators, and teachers to affect horizontal and vertical continuity, articulation of curricula, and instruction within and among schools to ensure increased academic achievement Manages elementary curriculum content area/level tasks (ex. language arts, math, art, social studies, science, and health, music, physical education, etc.) to conform to district and state curriculum, instructional objectives, and/or requirements Participates in and/or coordinates committee work and professional development to accomplish goals and strategies outlined in the district's strategic plan and the requirements of various state and federal acts Prepares and/or assists in preparing grant proposals, budgets, program policies, and goals to maintain adequate programs, resources and personnel necessary to carry out the district's strategic plan Provides leadership in developing and implementing plans to increase the use and integration of technology into curriculum and instruction to improve delivery of instruction Assists with curriculum documents (ex. curriculum and pacing guides, etc.) to provide written support and/or convey information Researches current practices, instructional materials, teaching methods, curriculum guidelines, etc. (ex. current practices, instructional materials, methods, curriculum guidelines, etc.) to develop new elementary programs and/or master plans Researches, evaluates, and prepares recommendations on curricula, instructional methods and materials for each elementary school in the district to improve student achievement Supports principals, instructional coaches, and administration in providing professional development opportunities to increase the performance level of all elementary teachers Supports teachers, students, community, and administrators to provide assistance within the area of elementary curriculum Assists with the development and implementation of the elementary MTSS Manual for academics and behavior Provide leadership, direction, and guidance for all phases of federal programs including development and submission of the Consolidated Application Develops, directs, and monitors the Title programs and activities and ensures compliance with the state and federal guidelines Ensures compliance with all legal aspects of Title I, Title II, Title IVA and SCE programs, including program evaluations and writing waivers Develops and monitor budgets to achieve program goals efficiently Supervises expenditures and services to assure that the program is supplemental Submits federal programs grant applications in GEMS and set up federal program budgets in GAPS Directs and monitors School Improvement (CSI, Priority, ATSI) and Targeted Support and Improvement Plans with district leadership maintaining regular communication with principals to track progress toward district and school-level objectives Develops and coordinates federal program priorities, activities, and plans with district leadership to ensure program efficiency, accountability, and concordance with federal regulations, district goals, and individual school improvement plans Supports district office and building administrators with federal compliance technical assistance Completes and maintains all documents for federal and state program audits Provides leadership to district ML Program and GT Programs Collaborates with the district's Finance Department to complete financial reporting requirements Prepares and submits required reports to local, state, and federal agencies Attends meetings, workshops, and conferences to gather knowledge to improve educational opportunities for students and meet federal Title program mandates Informs appropriate departments of grant opportunities and facilitates application process Establishes and maintains essential demographic information and performance data to support applications and proposals Assists in principal evaluations to ensure alignment with academic goals and standards Coordinates elementary after-school and summer programs Coordinates and monitors PK CERDEP Programs and K4 and K5 registration Coordinates and monitors district Mentoring Matters Program Coordinates and monitors district elementary Swim Program Performs other duties as assigned
