Description
The Personnel Cabinet offers the great opportunity to work with and serve state agencies, employees, and citizens across the Commonwealth. The Personnel Cabinet's mission is to provide leadership and guidance to attract, develop, motivate, and retain a talented, diverse workforce; foster an understanding of and adherence to regulatory requirements; and create a positive, supportive work environment that values all employees.
The Governmental Services Center (GSC) is seeking an Executive Director who will oversee the daily operations and management of the office. GSC is the training development office for Kentucky state employees by providing competency-based training for employees and managers in the Executive and Legislative Branches.
The staff of GSC are responsible for working with agency managers to identify job-related training needs by coordinating, developing and conducting instructor-led training courses as well as eLearning courses. Additionally, GSC is responsible for overseeing training data, analyzing training needs and providing course analysis to leadership.

Responsibilities include, but are not limited to:
Plans, designs and implements training programs, including the direct oversight of the statewide learning management system (CommonwealthU in MyPURPOSE).
Provides oversight of customized development opportunities for agencies by working with agency leadership to determine best training solutions.
Advises the Cabinet Secretary on all GSC initiatives, policies and procedures.
Coordinates the strategic planning and implementation of office initiatives regarding various training programs.
Leads efforts involving the collection and evaluation of training data from MyPURPOSE/CommonwealthU.
The ideal candidate for this position will be a professional leader with the following preferred qualifications:
Excellent analytical and critical thinking skills with attention to detail.
Effective communication skills, both written and verbal.
Ability to work independently and collaboratively.
Experience in leadership and/or management.
Minimum Requirements
EDUCATION: Bachelor's degree
EXPERIENCE, TRAINING, OR SKILLS: Minimum of five years of developing and implementing training programs
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Additional experience will substitute for degree requirement
