Provide professional leadership and management for financial issues and compliance within Facilities business services activities and processes. Oversees the Administration, Fiscal, Materials and Performance Management, Contract Administration, Work Control, Information Technology, Quality Assurance, Communications and Customer Services functions within Facilities.

  • Applies principles of accounting to compile and analyze financial data responsible for planning, forecasting and managing budgets effectively. This includes but is not limited to: ensuring controls are developed and implemented to assure all operational costs are within budget guidelines.

  • Oversees the preparation of various operational, managerial, and financial reports and reconciliations as needed to validate effective decision making. Recommend change and develop new business processes, workflows and procedures to ensure efficiency and compliance within business operation.

  • Responsible for the Building Coordinator program to ensure that Facilities services and outages are communicated to the University community and that customer needs are identified in a proactive manner.

  • Provides fiscal guidance and recommendations to Facilities Directors and the AVC/AVP, and develops Facilities budget requests. This includes cost center management of central managed funds and those funds under the purview of the AVC/AVP Office.

  • Oversees the F/CM contracting, MRO and purchasing functions for compliance, efficiency, accountability and best practice.

  • Responsible for the management of the Facilities material inventory system including bench stock needs and the efficient and effective charge out of all materials as appropriate.

  • Provides specialized staff services and oversight to the Facilities and centralized administrative departments including review, coordination and approval of work requests, and assists in the determination and assignment of proper work priorities, preparation of work schedules for all department cost centers to include emergency, periodic maintenance, operations and services and scheduled work orders.

  • Oversees the recruitment, selection, supervision and evaluation of professional and technical staff and ensures resolution of problems while setting priorities, establishing workloads and providing support in decision-making instances.

  • Manages and oversees the development of service level agreements to ensure adequate support and services are provided with the appropriate allocated costs.

  • Manages customer relations and communications. This includes but is not limited to: ensuring that appropriate communication plans are in place to properly disseminate information to all UH campus areas, such as for capital/institutional projects, closures, alarm/testing notifications.

  • Researches, analyzes and recommends technological needs of department such as hardware and software and assists with development plan formulation and implementation for technological tools.

  • Oversees the development, innovation, and maintenance of comprehensive enterprise information systems, services and information delivery tools for University of Houston Facilities.

  • Manages Facilities support and ensures customer's requirements are fulfilled for University special events. Manages monthly Operations Review Meetings, tracks performance metrics and identifies appropriate internal controls and provide mechanisms to monitor and enforce compliance.

  • Performs other job-duties as assigned.


Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related, 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.

Bachelor's degree from an accredited institution in Business Administration or Accounting.

Additional Information/

Preferred Qualifications:
  • Master's degree from an accredited institution in Business Administration or Accounting.

  • Requires a minimum of ten (10) years of directly job-related experience to include at minimum, three (3) years of supervisory experience.

  • Strongly progressively responsible managerial and supervisory experience of work management and production control in a multi-craft facilities operations and maintenance environment at an institution of higher education or similar environment.

  • Progressively responsible managerial experience in either of the following fields: accounting, financial management, work management or production control.

  • Certification/Licensing: Requires current Texas CPA licensure or equivalent.

  • Requires a valid Texas Driver's License.
