Position Purpose

Manages and coordinates all aspects of employee standards and compliance for the District. Oversees the employee ethics, standards of conduct, performance management, contract management, grievance, and investigative functions of the District to ensure compliance with all federal, state, and local regulations, policies, and laws. Provides leadership and oversight of the District's obligation to provide a safe and non-discriminatory learning and working environment. Develops and implements employee training and communication programs that inform and raise awareness about ethics, legal, regulatory, and performance-related topics. Provides guidance on matters relating to compliance issues; implements actions necessary to ensure achievement of the objectives of an effective compliance program; prepares and presents a variety of related analyses, documentation, and reports.

ESSENTIAL JOB FUNCTIONS

  • Responsible for proactively responding to employee issues; working in collaboration with District leadership to ensure preemptive and effective employee relations management.

  • Supports the administration of the District's grievance/complaint procedures, as adopted by the Board of Trustees.

  • Provides guidance and leadership with investigations, analysis, and the decision-making process regarding personnel problems and/or other related policy issues.

  • Interprets policies and procedures and ensures support of directors, officers, employees, and other government agencies on employment, record keeping, retirement, grievance, and other personnel matters and procedures.

  • Oversees institutional compliance efforts with equal opportunity and non-discrimination laws, regulations, policies, and practices.

  • Oversees investigations of employees' alleged criminal and non-criminal violations of school board policy, procedures, and/or general misconduct.

  • Oversees investigations into allegations of discrimination and retaliation submitted to the District through Equal Employment Opportunity Commission (EEOC) charges, Title IX violation allegations, or other complaints.

  • Oversees management of employee complaints administered under applicable Board policies. Oversees the administration of the employee grievance procedure adopted by the District Board of Education. Assists with the investigation, analysis, and decision-making process regarding personnel problems and/or other related policy issues.

  • Identifies and responds to employee issues; works in collaboration with District leadership to ensure preemptive and effective employee communications.

  • Oversees the design, development, and implementation of the District's plans, policies, and programs in supporting performance management.

  • Oversees the Chapter 21 Contract non-renewal and termination process. Supports the District's nonrenewal and termination functions for both Chapter 21 and at-will employees.

  • Reviews District documents related to required State Board for Educator Certification (SBEC) reporting.

  • Advises District hiring managers regarding selection, interviewing, and hiring; outlines problems that require special attention and conducts studies as directed.

  • Interprets policies and procedures and ensures support of managers/supervisors, employees, and other government agencies on employment, record keeping, retirement, grievances, and other personnel matters and procedures.

  • Updates employee handbook, annually, and distributes it to employees. Ensures procedures are followed to inform employees of the personnel policies, procedures, and programs that affect them.

  • Reviews assigned programs; analyzes operational implications and recommends alternative courses of action; monitors performance management including transfers and reassignments of personnel; prepares monthly reports and projections for assigned projects.

  • Provides technical information for executive work sessions; prepares position papers, special studies, reports, and correspondence.

  • Responds to inquiries from the public and other governmental agencies regarding professional standards and compliance matters.

  • Provides coordination, guidance, and advice to executive staff and managers with respect to area of responsibility.

  • Initiates, recommends, and coordinates changes in processes as related to employee performance, compliance, and contract management.

  • Ensures compliance with local, state and federal employment laws. Stay abreast of state and federal public policy changes that could impact the District.

Safety

  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.

  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.

  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities

  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Other Duties as Assigned

  • Performs all job-related duties as assigned and in accordance to the Board rules, policies and regulations. All employees are expected to comply with lawful directives in rare situations driven by need where a team effort is required.

Knowledge, Skills & Abilities

  • Knowledge of applicable federal and state laws regarding education and employment including Title I and Title II of the ADA, Title VI and Title VII of the Civil Rights Act of 1964, Age Discrimination in Employment Act (ADEA), Family and Medical Leave Act (FMLA), Uniformed Services Employment and Reemployment Rights Act (USERRA), Fair Labor Standards Act (FLSA), Title IX and related state and federal regulations.

  • Knowledge in conducting or overseeing employment investigations and student/employee Title IX complaints.

  • Knowledge of the District's human resources policies, procedures, and practices.

  • Knowledge of selection, training, and supervision of personnel.

  • Knowledge of public administration principles and practices, with emphasis on human resources/talent management concepts and organizational systems, practices, and procedures and their application to various organizations and functions.

  • Knowledge of management analysis techniques.

  • Skill in written and oral communication skills including the ability to interact with and influence all levels including the public, District staff, and management.

  • Skill in monitoring/assessing the performance of self, other individuals, or organizations to make improvements or take corrective action.

  • Ability to analyze complex organizational procedures and recommend solutions to compliance or management problems.

  • Ability to manage budget and personnel

  • Ability to implement policy and procedures.

  • Ability to handle confidential information with absolute discretion.

  • Ability to organize and coordinate work, including maintaining attention to detail and quality, and prioritizing work while meeting multiple deadlines.

  • Ability to communicate effectively, including preparing oral or written communications, such as presentations, reports, and memoranda.

Travel Requirements

  • Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.

  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.

  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.

  • Lifting: Occasional light lifting and carrying (less than 15 pounds).

  • Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.

  • Attendance: Regular and punctual attendance at the worksite is required for this position.

Minimum Required Qualifications

  • Education:

  • Bachelor's degree from an accredited college or university in public business administration, human resource management, education administration, or related field.

  • Master's degree from an accredited college or university preferred.

  • Certification/License: Certification in Human Resources such as SPHR or SHRM-SCP preferred.

  • Experience: 7 years in human resources management and/or as s supervisor or campus/district administrator required.

  • Language: Bilingual (English/Spanish) working proficiency preferred in some settings.
