Primary Purpose of Organizational Unit

The School of Government at the University of North Carolina at Chapel Hill works to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens understand and improve state and local government. As the largest university-based local government training, advisory, and research organization in the United States, the School of Government offers up to 200 courses, webinars, and specialized conferences for more than 12,000 public officials each year. In addition, faculty members annually publish approximately 50 books, manuals, reports, articles, bulletins, and other print and online content related to state and local government. The School is also home to a nationally ranked graduate program in public administration and specialized centers focused on information technology and environmental finance.

Position Summary

The Environmental Finance Center (EFC) works to enhance the ability of governments and other organizations to provide environmental programs and services (e.g. water, storm water, etc.) in effective and financially sustainable ways. The EFC works exclusively on high impact public service work to guide and educate practitioners and policymakers who are responsible for managing environmental programs and services. EFC influences thousands of local communities through interactive training, direct assistance and advising, applied research, and innovative information dissemination. The Executive Director (ED) will lead and oversee all activities related to strategic planning, project delivery, business development, budgeting, financing, and personnel administration at the Environmental Finance Center (EFC). This role includes primary responsibility for designing, securing funding for, and implementing various EFC programs. Additionally, the ED will manage EFC staff to ensure successful project completion.

Minimum Education and Experience Requirements

Relevant post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent research productivity or comparable background in independent academic or instructional activities, will accept a relevant Bachelor's degree (or foreign degree equivalent) and 3 or more years of relevant experience in substitution. This experience may be related to the direction/oversight of programs that focus the academic and research resources of a higher education institution towards community or regional issues.

Required Qualifications, Competencies, and Experience

  • Work is centered in Chapel Hill, but requires travel and consultation around the state and beyond.

  • Experience working with federal grants

  • Experience supervising and managing a team

  • Experience working at a leadership level within a non-profit or governmental organization

Preferred Qualifications, Competencies, and Experience

  • Knowledge of local government finance/environmental finance

  • Knowledge of key players/partners in the environmental finance sector (e.g., in NC or R4)

  • Experience working with underserved EJ Communities (Environmental Justice Population)

  • Familiarity with working in a university setting

  • Experience writing grant proposals
