What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $110,216 - $187,367. We also offer generous benefits for full-time employees which include but are not limited to:

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

What You'll Do

Established in 1904, the Civil Service Commission (CSC) aims to certify the best qualified candidates for employment and promotions within the Denver Policy and Fire Departments that represents the diversity of the Denver community. The Civil Service Commission is an independent agency responsible for administering the testing process for entry-level and promotional positions within the Denver Police and Fire Departments, policy administration, and hearing disciplinary appeals of classified members.

In concert with the five-member Civil Service Commission, the Executive Director of the Civil Service Commission will lead and manage the teams responsible for setting and executing the selection strategy and testing processes for uniformed officers, managing the operations of the Civil Service Commission and ensuring that all civil service rules and regulations are implemented and enforced fairly and impartially.

Specifically, as the Executive Director you will:

  • Provide strategic direction and leadership to the Civil Service Commission.

  • Lead, manage, and develop a team of full-time and contract professionals in the Civil Service Commission, ensuring daily operations are executed efficiently while fostering staff growth to achieve and surpass both individual and team performance and career goals.

  • Manage the strategies and processes for the examining, screening and certifying of applicants for civil service positions and promotions within the Denver Police Department (DPD) and Denver Fire Department (DFD).

  • Execute hearings related to disciplinary appeals of DPD and DFD classified members.

  • Serve as an ambassador and champion for positive change throughout the organization. Develop, implement, and improve processes, policies and procedures that enhance the effectiveness and efficiency of the Civil Service Commission.

  • Authentically collaborate with a variety of internal and external stakeholders, including the Civil Service Commission, city departments, employee groups, and the public. Serve as a liaison to navigate conflicting needs and input and facilitate processes that create diverse talent pipelines for commissioned officer positions within DFD and DPD.

  • Represent the Civil Service Commission in meetings with other city officials, community groups, and external partners.

  • Develop and implement policies and procedures to ensure compliance with federal, state, local and civil service rules and regulations.

  • Manage the personnel, budget and financial resources of the Civil Service Commission.

  • Oversee the maintenance of accurate records and data related to civil service activities; and

  • Prepare and present reports to the commission board and other stakeholders as required.

  • Experience in talent acquisition or managing recruitment and selection processes a plus

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree.

  • Experience Requirement: Five (5) years of progressively responsible experience in public administration, non-profit management, operations, human resources or a related field which must have included management of subordinate supervisors.

  • Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education. A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.
