Job Summary

Responsible for the management of divisional and college budgeting staff, financial resources, oversight of budgetary and revenue processes, and optimizing business operations to support the institution's strategic goals and objectives. Requires a combination of financial acumen, leadership skills, and strategic thinking to ensure fiscal responsibility and operational efficiency across various departments within the institution.

Responsible for developing and providing strategic, high-value, integrated budgeting, financial reporting, and financial management services across the university. Provides support to the University by leading the budget development and budget monitoring phases of the comprehensive planning and budgeting cycle and for providing expertise and input into multi-year forecasting, performance management, and institutional effectiveness for areas of responsibility. Provides effective leadership and direction across a wide range of functions and provides expertise, guidance, and training regarding financial management-related concerns.

Conducts research and analysis, identifies and implements best practices in financial management, financial reporting, and continuous improvement. Effectively communicates recommendations to stakeholders at all levels of the organization.

Responsibilities

KEY RESPONSIBILITIES:

1.Supports senior leadership in planning, allocation of resources, and formulation of processes regarding the financial management and strategic plans of the division

2.Provides leadership and vision with the use of information, data, and research in planning and decision making

3.Develops and recommends strategies based on emerging industry trends, expansion opportunities, and competitive threats

4.Provides assistance and supports Fiscal Services processes and revenue generation, budget development and expenditure activities, preparation of projections, timely forecasts, and future year scenarios

5.Streamlines and optimizes business processes to enhance efficiency and effectiveness across the institution

6.Develops and implement policies, procedures, and controls to mitigate financial and operational risks

7.Collaborates with stakeholders to identify areas for operational improvement and implement best practices

8.Ensures data integrity and compliance including internal controls, internal and external audit requests

9.Provides support and responds to inquiries concerning the budget, business, and related activity for the areas of responsibility



  1. Leads direction and training for assigned staff on budget processes, systems, and data management

  2. Plans, facilitates, and executes projects and initiatives within a highly collaborative, shared-governance environment and serves as a key contributor in teams and work groups across the campus, providing financial and administrative policy expertise and occasionally be called upon to lead special project initiatives

  3. Serves as a liaison between the finance department and other institutional stakeholders, including academic departments and administrative units


Required Qualifications

Educational Requirements

Master's degree from an accredited institution of higher education in Finance, Economics, Math,

Accounting, Information Systems, or related area

Required Experience

Eight (8) years of related work experience involving finance, accounting, budgeting, financial

analysis, and/or financial information systems with at least four (4) years in a management capacity

Preferred Qualifications

Preferred Educational Qualifications

An advanced degree from an accredited institution of higher education in a related field

Preferred Experience

Previous fiscal experience with a public higher education institution

Experience in cross departmental collaboration, preferably in a higher education setting

Experience with managing large budgets, including knowledge and experience with various revenue sources such as grants, bonds, endowments, etc.

Certified Public Account (CPA)

Proposed Salary

The budgeted salary range is $137,000 to $148,000. Offers are based on relevant experience.

Knowledge of governing rules and regulations as it relates to budget and financial processes

Knowledge of budgetary and position management processes

Excellent interpersonal, initiative, teamwork, problem solving, independent judgment, organization, communication (verbal and written), time management, project management and presentation skills

Critical thinking, analysis of financial data and trends

Leadership abilities to include but not limited to personnel development, coaching, goal setting and outcome measurement

Proficient with computer applications and programs associated with the position (i.e., Microsoft Office suite)

Strong attention to detail and follow up skills

Strong customer service skills and phone and e-mail etiquette
