Executive Director BTC/WATR Center

SALARY: $101,217.60 - $120,418.14

LOCATION: Everett, Washington

DESCRIPTION:

Under the general direction of Edmonds College President, the Executive Director AMSC/WATR provides leadership, accountability, management, and fiscal integrity to the Advanced Manufacturing Skills Center (AMSC) and the Washington Aerospace Training and Research Center (WATR). AMSC/WATR are self-support operations that include customized contract training, technology training, self-support professional and technical programs, state and federal workforce development grants, private industry contracts, and related business and industry services. This position is responsible for overall strategic planning, revenue generation, financial management, organizational development, staff management, and program operations. The position works directly with private and public sector individuals, companies and agencies.

The Executive Director AMSC/WATR represents the college in a variety of settings including industry, government, education and the community. The position provides leadership, direction and support to strengthen our diverse community by providing educational and career opportunities. The AMSC and WATR Center supports the college mission of Teaching, Learning and Community. As a self support model, the Centers also generate additional funds for the college.

Responsibilities include, but are not limited to:

  • Develops and implements the strategic plan of WATR and AMSC in a broad context of the local and national landscape by using performance measurements to guide strategic and operational decision-making.

  • Serves in a leadership role by driving a collaborative process with the WATR Advisory Board of Directors, staff, industry, education, community, state, local, and federal government and agencies that result in the development of goals, objectives, and operational plans for the WATR Center.

  • Oversees preparation of the annual budget and other necessary financial documents. Provides information and justification in budgetary review and approval process.

  • Cultivates strong partnerships with the program advisory boards; state, local and federal officials; industry; and the community that align with the college and AMSC/WATR¿s mission.

  • Serves as liaison to Boeing; local, state, federal government; unions; industry; education; and community.

  • Promotes and advocates for AMSC/WATR Center through participation and membership in state, federal and community forums, organizations and activities that align with AMSC/WATR/EdC mission and vision.

  • Serves on community advisory boards and panels.

  • Oversees the execution of marketing and media relations. Represents AMSC/WATR in all media relations by participating in interviews, press releases and other media type engagements.

  • Consults, provides tours and presentations to high-level industry representative officials; local, state, federal government officials; industry; education; and community.

  • Testifies on legislative issues as requested.

  • Oversees and manages the personnel and resources assigned to the AMSC/WATR Center. Supervises program coordinators, supervisors, managers, and directors. Leads, motivates and develops staff and key stakeholders , to be passionate about WATR¿s achievements and committed to working effectively towards continual improvement.

  • Ensures AMSC/WATR has a diverse staff with skills appropriate to meet the needs of the position. This will be accomplished through human resource management activities including hiring, staff development, and performance management.

  • Builds an effective team with AMSC/WATR staff and college employees. Provides leadership for special projects as requested.

  • Provides guidance to centers and programs within the division on policies, procedures, and administrative functions. Ascertains that all employment policies and practices are in compliance.

  • Oversees the development and implementation of new initiatives and self-support instructional programs. Assures continuous high-quality instruction in both credit and non-credit courses.

  • Oversees and supports the administrative components of all program services including contract negotiations, contract and grant reporting and contracted work.

  • Provides for quality assurance monitoring of all AMSC/WATR programs, assuring correction of any deficiencies in program services.

  • Manages all fund development activities for AMSC/WATR. These activities include participating in grant writing, cultivation and stewardship of donors, event planning and identifying new resources.

  • Builds long-term relationships with donors based on AMSC/WATR/EdC mission, stewardship, program outcomes and sound fiscal management.

  • Budget authority. Develops and oversees budgets that sustain the self-support function of AMSC and WATR Center.

  • Leads AMSC/WATR financial growth in order to provide full services, maintain adequate reserves and support strategic investments and risk-taking.

  • Other duties as assigned.

This is an exempt position that reports to the President of Edmonds College.

REQUIRED QUALIFICATIONS:

  • Bachelor's Degree in Business Administration, Business Intelligence OR related field.

  • A minimum of 5 years demonstrated success in staff leadership, partnership development and financial management.

  • Adaptive Leadership and Strategic Planning

  • Strong public relations experience to successfully engage stakeholders including state, federal and local government officials; business partners; policy makers; media; and the community.

  • Demonstrated success in acquiring agency support through successful grants applications and/or donor support.

  • Strong and effective oral and written communication skills.

  • Personal qualities include integrity, respect for diversity, and the ability to motivate and inspire.

PHYSICAL WORK ENVIRONMENT:

Work is typically performed in an office setting, and onsite/in-person at Washington Aerospace Training & Research Center at Paine Field. The ability to sit at a desk/computer station, bend, stoop, walk and generally move around the office to consult with others, work within a busy environment and remain focused on tasks. Inventory management requires some lifting and moving of objects up to 30lbs. Excellent communication skills are essential. This includes the ability to speak clearly and fully comprehend written and spoken English and will include communication with people for whom English is not their first language. This also includes the ability to produce clearly written documents. Those who are multilingual are strongly encouraged to apply. .

COMPENSATION:

Salary is $101,217.60 - $120,418.14 and is based on the Edmonds College administrative/exempt salary schedule, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 11 scheduled holidays, 1 personal holiday, and 24 vacation leave days per year.

WORK SCHEDULE:

40-hour work week. Monday through Friday with varying start and end times and occasionals weekends.

FLSA Status:

The position is an exempt position under the Fair Labor Standards Act requirements.
