Van Zandt VA Medical Center consists of a parent site, located in Altoona, PA and 5 community based outpatient clinics (CBOCs) located in DuBois, Huntingdon, Indiana, Johnstown & State College, PA. The medical center serves Veterans from a 14 county area in Central PA, providing exceptional health care in the areas of Acute Care, Behavioral Health, Diagnostic Services, Urgent Care, Long Term Care, Pharmacy, Primary Care, Social Services, Specialty Care & Women's Health.

Responsibilities

Duties: The Executive Assistant provides executive support to the Chief of Staff by providing support to health care management officials by supervising, analyzing, evaluating, advising, and coordinating various administrative activities and ancillary services at the Medical Center. The position renders advice on operational policies and assures these policies are coordinated with and in support of field operations. It is the role of the incumbent to ensure assigned services and programs are consistent with the Medical Center's mission to provide cost-effective, high quality timely care and services. The incumbent provides direct level supervision for 5 FTE including: Chief of Education, Facility Telehealth Coordinator, Group Practice Manager, Health System Specialist & Program Support Assistant. The incumbent provides direct second level supervision to approximately 28 FTE by overseeing the medical center's Education, Telehealth & Group Practice Management Programs.

Work Schedule: Tour of duty is varying daylight hours, Monday through Friday; however, weekend and evening hours may occur when Veteran needs arise. Travel to Altoona VAMC and other CBOCs as needed if staffing needs arise but at the time of travel the individual will be reimbursed according to local guidelines.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13, position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

You will be rated on the following Competencies for this position:

  • Knowledge of missions, organizations, programs, and requirements of the VA Health Care delivery system.

  • Knowledge of unique characteristics of VAMC Altoona and VA System, including resources, programs, affiliations, demographics, etc.

  • Knowledge of and ability to apply management tools and techniques.

  • Ability to apply interpersonal skills in dealing with all levels of staff and stakeholders.

  • Ability to effectively communicate orally and in writing.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
While the position does not have any physical demands, the incumbent will be required to travel throughout the Medical Center and the Community Based Outpatient Clinics. Most work will take place in an office setting. There is travel involved when going to the Community Based Outpatient Clinics.

There is no educational substitution at this grade level.
