Downtown, St, Louis, MOExamination Number: EX1024Incumbents in this position analyze department/division operational reports, programs, policies, procedures, financial reports, studies, proposed and existing legislation and other information for SLMPD.Essential Functions and Responsibilities ●Develops and recommends programs, policies and procedures, and advises the department/division head regarding changes and new programs, policies and procedures. ●Assists the department/division head in implementing programs, policies and procedures. ●Attends and participates in a variety of governmental and other meetings regarding department/division matters.

Develops and presents reports and information regarding department/division matters and issues. ●Represents the department/division to community groups, businesses, media representatives and others.

May prepare and give presentations/speeches, prepares press releases and participates in media interviews. ●Receives and resolves complaints. ●Monitors department/division leases, contracts, consulting services and agreements for compliance with performance standards. ●May prepare or assist in the preparation of contracts, agreements, requests for proposals, ordinances and draft legislation. ●May supervise paraprofessional, clerical or other support staff.Preferences ●Master%27s degree in a scientific field is preferred. ●Five to seven years professional experience reviewing organizational policies, procedures, goals and objectives and formulating recommendations for improvement. ●Knowledge of the principles and methods of quality assurance, quality control, the international standards and applicable supplemental requirements. ●Ability to initiate and sustain action to accomplish the goals of the Department laboratory by guiding and motivating others and gaining the confidence and active support of peers, other crime laboratories, and internal and external customers. ●Ability to achieve voluntary commitment to shared values and goals and to adapt leadership style to different situations. ●Excellent written and oral skills. ●Ability to set and achieve well-defined and realistic goals, display a high level of initiative, effort, and commitment towards completing assignments in a timely manner without supervision. ●Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry including study design, collection, analysis, and interpretation of data, and reporting of results.Knowledge, Skills, and Abilities ●Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework.
