PRIMARY PURPOSE:

Work under the Project Manager and/or Project Superintendent in coordinating and directing a variety of disciplines, including site meetings and inspections, monitoring project schedules, and assuring compliance of contract requirements and project-related financials.

TYPICAL DUTIES:

  • Perform quantity takeoffs, work with method improvement studies and assist estimators as required.

  • Verify materials, equipment and quality and assure they meet the needs of the project and are within compliance of the contract requirements.

  • Work under the Superintendent in coordinating and directing a variety of disciplines, attend site meetings and inspections, report on progress and monitor project schedules.

  • Generate planning and schedule deliverables including preparation of resource loaded schedules, tracking of actual work against schedules, performing variance analysis studies and updating daily operating reports in order to meet company financial goals, continuously implement cost savings and have all documentation in place for financial review.

  • Manage and track budgets, costs and revenue for all project activities .Accurately report, track and forecast these costs and revenue in order to create an accurate monthly margin analysis.

  • Assists with a number of operational issues, including but not limited to: change order support, subcontract schedule monitoring, field activity measurement, percent complete, forecasting and margin analysis while working with construction management to identify work and strategies for achieving end dates and margin in spite of unforeseen conditions.

  • Accumulate and access historical data for use in maintaining a realistic basis for future planning and forecasting.

  • Coordinate and monitor project document controls, maintains records and provide reports upon request and assists in final inspections, record drawings and contract closeout.

  • Make recommendations concerning contract claims, change orders, modifications, clarifications and payment requests.

  • Coordinate with management in generating subcontracts, pay estimates, subcontract pay estimates and other project-related internal and external contract requirements.

  • Provide technical assistance to management in a wide range of construction functions in multiple or single disciplines on projects.

  • Ensure that proper and accurate field quantities are reported daily and on time.

  • Monitor operations to assure that they are conducted in conformance with company policies, regulatory agencies and acceptable working practices and observe workers to ensure compliance standards.

  • Assist Superintendent in ensuring that all activities are done in accordance with applicable safety standards.

  • Responsible for all other duties, roles and responsibilities as assigned by supervisor(s) or General Manager.

KNOWLEDGE, EXPERIENCE EDUCATION & SKILLS REQUIRED:

  • Must be self-motivated and exercise strong time management skills as well as the ability to prioritize critical tasks and able to work with minimal direction.

  • Strong leadership and relationship building skills.

  • Ability to perform tasks outside defined job description, if necessary.

  • Must be able to work on multiple projects simultaneously.

  • Must display strong written and oral communication skills and employ effective listening skills.

  • Must be able to analyze problems and make sound decisions in a timely manner based on objectives, risks, implications and costs.

  • Ability to supervise and work with subcontractors and Owners.

  • Bachelor's degree (B.A.) from four-year college or university preferred; or five years' related experience and/or training; or equivalent combination of education and experience in the construction industry.

Skills:

  • Computer Skills:

Basic computer knowledge including knowledge of MS Word, Excel, HCSS, email and internet applications. Ability to learn new software as required.

  • Language Skills:

Ability to read, analyze and interpret plans, specifications, contracts, and external and internal policies and guidelines, and/ or regulations. Ability to effectively present written or oral information to individuals and large groups and to respond to questions from managers, superintendents, employees, customers and the general public.

  • Mathematical Skills:

It is necessary to be able to add, subtract, multiply and divide. Ability to calculate figures and amounts such as percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry. Must possess basic accounting skills.

  • Reasoning Ability:

  • High degree of reasoning ability and problem-solving skills. Flexible in adapting to changing needs, detail oriented and adept at analytical problem solving. Demonstrate independence in problem solving and be able to quickly analyze, compare, and interpret detailed and sometimes poorly defined information, and be able to make sound and accurate judgments based on best available information.

Summary: * Provide technical solutions and cost estimate for: the installation of PACAF A3/6 SIPRNet Projects; expansion of existing VoSIP network infrastructure (Call Manager) and secure room requirements for classified network equipment. * Provide SIPRNet systems support relating to the day-to-day operations of fiber-based and copper-based infrastructure. * Support analysis of network performance (i.e. traffic load,onnect time, transmission speeds, packet sizes, and throughput). * Support site surveys, development of network designs, support troubleshooting, configuration control, and testing. * Train military counterparts in both network management and configuration management. * Support maintenance of Designated Approving Authority (DAA) approved (FY2014 or newer) accreditation packages for SIPRNet and VoSIP architecture. Basic Qualifications: * Active secret security clearance. * Minimum six (6) years of network experience that includes network design, architecture, development, and remote and local monitoring and analysis of C4 automated systems. * Must possess an in-depth knowledge of remote monitoring and configuration of network equipment, TCP/IP addressing, experience with Asynchronous Transport Mode (ATM), GIG * Ethernet, TACLANEs and TACLANE management, CISCO Products, HP Open view, and Cisco Works. * The contractor shall provide personnel trained on VoSIP architecture (call managers, technology interface, and VTC). * At a minimum, attain DoD 8570.1-M certification at Information Assurance Technical (IAT) Level II within 6 months of assignment. * Access to a Registered Communications Distribution Designer (RCDD) that shall certify the design and installation of any structure cabling. This includes any As-Planned or As-Built cabling drawings. Education & Experience: * Voice Over Secure Internet Protocol (VoSIP) * The contractor shall provide Installation, Operation, and Maintenance (IO&M) support to the VoSIP system and end user terminals. The following requirements are listed as part of IO&M: * Assist the Government in maintaining an inventory of all VoSIP end devices (Internet Protocol (IP) Phones, switches, servers etc.) * Assist the Government in ensuring BARS (Backup and Restore Services) are running on the Call Manager Publisher. This system will automatically backup all databases to a pre-defined location setup during the installation process. Recommend the backup folder be stored on either a network backup server or on CD/DVD. * Assist in the adds/moves/changes of IP Phones as needed. This would include but not be limited to, adding new devices in Call Manager using the Machine Address Code (MAC) of the end-device (i.e. IP Phones). Assist in validating the software load and proper functionality of the IP Phone once installed on the network. * Assist in the conduct of end-to-end testing between devices on and off the network. * Assist in configuring switches based on adds/moves/changes of IP Phones as needed. * Assist in troubleshooting all Call Manager issues which may surface.
