The City of Norfolk's Department of Neighborhood Services is ready to hire an Eviction Mitigation Coordinator to lead the city's eviction prevention efforts. The Eviction Mitigation Coordinator will be responsible for all aspects of the Norfolk Eviction Prevention Center to include management of funds to assist renters facing eviction, developing proactive efforts to engage renters and landlords through education and outreach as an eviction reduction strategy, and interfacing with and leading the efforts of the Eviction Mitigation Team.

We're interested in candidates with strong written and verbal communication skills, the ability to manage grant funds, and someone who can work independently and as part of a team.

The ideal candidate will be able to manage a performance tracking system that captures data related to program participation, funds expended, and long-term outcomes for participants.

The Department of Neighborhood Services was established to invest in residents, resources, and solutions to develop a greater quality of life for all neighborhoods in the City of Norfolk. The Department of Neighborhood Services supports the interest of neighborhoods and community-based organizations by:

  • Fostering and promoting individual and community neighborhood involvement.

  • Positioning neighborhoods for investment and growth.

  • Supporting creative, constructive, and positive solutions to community concerns.

  • Developing organizational and leadership capacity within resident organizations.

  • Develop and enhance programs and initiatives that will advance the city's eviction mitigation efforts.

  • Participate on various eviction-related workgroups and eviction prevention team meetings.

  • Present to City Council, taskforces, civic leagues, and other groups on the city's efforts to reduce the city's eviction rate by describing programs and resources and highlighting accomplishments.

  • Coordinate and track activities of the city's Eviction Mitigation Team.

  • Review and update the Eviction Action Plan annually.

  • Identify best practices, implement innovative strategies, and pursue grant funding opportunities in support of eviction prevention, diversion, and education.

  • Maintain the city's eviction prevention webpage and virtual eviction resource guide.

  • Oversee and monitor the complete life cycle of federal, state, local, and private foundation grants, including but not limited to managing grant reporting deadlines, monitoring the budget, and spending status of assigned grants, and ensuring requirements for monitoring and financial reporting are met for all federally funded grant programs as required by 2 CFR Part 200.

  • Update the eviction prevention program(s) dashboard for distribution to eviction prevention team members and department leadership.

  • Review and update the Eviction Prevention Program Manual annually.

  • All other duties as assigned.

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Required:

  • Three (3) years of experience in program management and evaluation.

Preferred:

  • The preferred candidate will have experience with grant management and rental housing services.

  • Academic courses or areas of concentration preferred to perform the required job duties: Business Management, Business Administration, and/or Sociology.

  • Valid Driver's License required.

Work Hours:  Monday through Friday from 8:30 a.m. to 5:00 p.m. This position may require some weekends for eviction prevention clinics.

Signing Bonus: This position is eligible for a $5,000 signing bonus.
