Minimum Qualifications

Education Required: High school diploma or equivalent Experience Required:

Experience in event and conference operations. Experience with basic AV needs and technology. Experience with word processing and spreadsheet software.

Experience with event management software, room diagramming software and conference programmer software. Customer service and event management experience.

Preferred Qualifications

Education Preferred: Bachelor's degree in higher education, tourism/event management or related field.

Collegiate Conference and Events Professional certification. Experience Preferred: Experience in theater management.

Experience working in a university setting. Experience with Microsoft Office suite.

The positions responsibilities include providing senior financial management support for the period of one year or the duration of the contract.</p> <p>The successful candidate will demonstrate the flexibility to support the client as a Senior Budget Analyst at a major command, provides financial advisory services for a major segment of the command budget or for a total budget for one or more funds (i.e.: Operations & Maintenance (O&M), Defense, Research Development Test and Evaluation (RDTE), and investment). Provides management with financial information such as: financial reports showing the status of receipts, obligations, and expenditures of funds; trend analyses of rates of expenditures; comparisons of actual performance to the financial plan and identification of variances. Serves as a financial consultant to management on issues such as: budgeting strategies and techniques; use of financial management products; resource distribution; program priorities; financial forecasts and projections; and development of annual and long-range financial plans. Conducts special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements.</p> <p>Essential Duties</p> <ul> <li>Provide financial management support to the AFC Transition Study Team.</li> <li>Responsible for formulating and justifying a major segment of the command budget or a total budget for one or more funds (i.e., O&M, Defense, RDTE, and investment).</li> <li>Develop recommendations for Program Budget Decisions (PBDs), financial policies, and appropriations language to support national defense missions.</li> <li>Analyze and interpret agency/Department of Defense (DoD)/Office of Management & Budget (OMB) budget and program guidance.</li> <li>Review, compile, summarize and prepare budgetary data contained in PBD/budget guidance.</li> <li>Provide budget formulation assumptions, guidance, and technical assistance to lower level organizations.</li> <li>Review, analyze, edit, and consolidate budget submission data.</li> <li>Prepare a multitude of specialized budget summary reports for submission to Financial Management Transition Team Lead.</li> <li>Prepare assigned portions of the command budget and required supporting justification.</li> <li>Attend briefings and conferences to justify and defend budget estimates, program and resource requirements, and appropriation requests.</li> <li>Develop detailed programming and financial planning justification and documentation for inclusion in the Program Objectives Memorandum (POM) and Five Year Defense Program (FYDP) submissions. Project impact on assigned program area.</li> <li>Identify requirements short-falls and trade-offs, and prepares appropriate supporting documentation.</li> <li>Plan, develop, implement, and maintain budget/financial systems and interfaces for agency or command-wide application.</li> </ul> <p>Essential Skills</p> <ul> <li>Expert knowledge and understanding of agency, DOD, OMB, and Congressional budget formulation processes. Ability to develop budgetary policy and provide an authoritative source of advice and assistance for other analysts in the formulation of budget estimates.</li> <li>Ability to apply knowledge in reviewing, analyzing, revising, and recommending approval, disapproval or modification of budget requests and justifications submitted by lower echelon budget offices.</li> <li>Skill in analyzing, combining and consolidating budget estimates of subordinate components and programs into a budget document which reflects the balanced, multi-year funding needs of the agency or organization.</li> <li>Knowledge of the Congressional budget process and how legislation is enacted to gather, assemble, analyze, prepare strategy for presenting, explaining, and documenting the budget request, and to brief managers and other witnesses scheduled to testify on behalf of the budget request.</li> <li>Ability to appear as an expert witness before agency, DOD, OMB or Congressional appropriations committees to testify on behalf of organization and program budgets.</li> <li>Ability to present and recommend budget adjustments and resolve budget problems with the many organizations involved.</li> <li>Expert knowledge of the concepts, principles, practices, laws, regulations, and policies of budgeting for a substantive national program or agency business area and expenditure of Federal funds.</li> <li>Comprehensive knowledge of command, agency, OSD, OMB, and Congressional manpower and budgetary processes and financing methods.</li> <li>Detailed knowledge of the program objectives of DOD and the agency as they relate to assigned programs or business areas.</li> <li>Comprehensive knowledge of command, agency and DoD missions, functions, programs and history necessary to formulate, justify, and execute a budget to support short and long range program goals and objectives.</li> <li>A high degree of analytical skill in developing and comparing alternative budget and program actions required to determine and defend optimum approaches to financing agency operations and programs.</li> </ul> <p>Qualifications/Experience</p> <ul> <li>Masters Degree required in applicable area</li> <li>5 years of experience</li> <li>Division Chief at ACOM level</li> <li>GFIBS Experience</li> <li>CDFM Certification</li> <li>Financial Management Level 2 Certification (in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.)</li> </ul> <p>Physical Demands</p> <ul> <li>Tasks involve some physical effort, i.e. some standing and walking, and occasional lifting (5-25 lbs); dexterity in the use of fingers, limbs, and body in the operation of office equipment.</li> <li>Work requires extended periods of sitting at a workstation or desk using a computer.
