Job Description

PAE is currently seeking (4) Senior Cost Estimators in Arlington, VA or Ft. Worth, TX, with specialties in the following areas:

  • Logistics (Supply, Maintenance, transportation, food service)
  • Infrastructure (Boilers, Chillers, UPS, Power Generation, waste water, etc.)
  • Aviation O&M and Airfield Operations (RW, FW, and UAV)
  • Training (individual and collective, plus curriculum)

Successful candidates will be responsible and accountable for generating and documenting accurate estimates in support of Federal Government proposal efforts. Responsible for leading, maintaining and coordinating project estimates to meet schedules. In coordination with the BOE Project Manager, lead the preparation and documenting of in-house estimates for the project. Develop statements of work to outsource technical services, liaison with Global Supply Chain to find sources, and respond to questions from the trade contractors. Assist the project team, providing input, coordination and problem solving related to the estimates, at all stages of design.

Essential Duties and Responsibilities:

  • Review the solicitation workload information to identify key workload drivers and missing information

  • Prepare questions for the Government regarding required information for proper estimating

  • Use industry best practice tools and standards, such as RSMeans, UFC, etc., to develop initial estimates

  • Interface with subject matter experts to refine estimates

  • Assist and coordinate estimate preparation for specialty trades

  • Document source(s) of estimate information such as parameters, values, model approach, and model calibration (where parametric estimates were used)

  • Perform product research to support preventative/predictive maintenance standards in support of estimates

  • Prepare bid packages for outsourced trades/services; obtain consensus with operations personnel on requirements and quality control measures

  • Ensure that all work scope items (e.g., assumptions, performance standards, quality control methods, etc.) are included the BOE Worksheets

  • Prepare clear, properly formatted BOE Worksheets

  • Fully analyze/scope subcontractor and vendor bids - verify proper and complete scope items are addressed; establish consistency between bids to allow evaluation of apparent low bidder; coordinate scope with other trade packages

  • Produce conceptual trade estimates; review and analyze historical trade cost information to adjust estimates

  • Assist in documenting assumptions and estimates

  • Evaluate labor estimates for specific projects and/or locations; demonstrate proficiency in material, labor, sub and equipment cost estimates for specialties

  • Assist with assembly of complete, well formatted estimate presentation

  • Organize and file data for historical estimating purposes

  • Visit ongoing projects to capture knowledge in core specialty trade areas

Minimal Qualifications:

  • Bachelor's degree or equivalent in finance, engineering, or business administration

  • Five years industry experience, plus a minimum of 5 years estimating Federal Government projects

  • Candidates must possess great work ethics and ability to work in a team environment. Ability to handle multiple priorities with interruptions and still meet deadlines. Well-developed interpersonal and written communication skills. Self-starter capable of working independently and as a member of a team. Excellent organizational skills vital.

  • Secret or Top Secret security clearance, preferred

  • High proficiency in MS Excel and Internet research

SUMMARY The primary responsibilities for the Senior Tax Analyst position include the preparation of the state income tax returns and estimated tax payments, preparation of sales/use tax returns, and responding to state tax audits. This position also entails the preparation of quarterly federal and state income tax provisions, effective tax rate reconciliations, and tax footnotes for purposes of the Form 10-Q and 10-K filings. RESPONSIBILITIES * State Income Tax Compliance – Prepare state income and franchise tax returns including unitary combined and separate entity tax returns. * Sales/Use Tax Compliance – Prepare state sales/use tax returns * State Apportionment – Prepare state apportionment. * Estimated Tax Payments – Prepare state estimated tax payments. * State Tax Audits – Assist in coordination of state income/franchise and sales/use tax audits. * Income Tax Provisions – Prepare the monthly/quarterly/annual federal, state and foreign tax provisions for the Company and its subsidiaries. * Annual Effective Tax Rate – Prepare the annual effective tax rate calculation for interim period reporting. * Management Reporting – Assist in preparing extensive monthly/quarterly/annual tax analytics to assist senior management. * Tax General Ledger Reconciliations – Prepare the ending DTA/DTL balances, tax payables including intercompany tax payables/receivables. * Tax Footnotes and Disclosures – Prepare quarterly/annual tax footnotes and disclosures. * Special Projects – Including intercompany tax allocations, cash tax settlements, taxable income projections and modeling scenarios. Basic * 2-3 years of experience with a corporate tax department or equivalent experience with a public accounting firm. * B.S. degree in Accounting or equivalent courses required. Preferred * M.S. Tax degree and/or CPA certification highly desirable. * Proficient with the creating workpapers and automating processes using Microsoft Excel. * Ability to analyze data for effective problem resolution. * Ability to communicate effectively with other teams.
