Summary:

Provide and/or coordinate full estimating services on large, complex work and all types of contracts.

Essential Duties and Responsibilities:

  • Review and incorporate historical data from purchase orders, subcontracts, productivity analysis reports, etc. into unit and man-hour figures.

  • Review proposal specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of estimate.

  • Provide complete conceptual (or bid work) and final estimating input on complex projects.

  • Provide technical support to personnel preparing discipline estimates for assigned bids.

  • Insure all working documents and data are maintained to back-up estimate figures.

  • Assist contracting department during preparation of inquiries and final evaluation of submitted bids as required.

  • Track awarded contracts as required may include estimating/pricing extra work items, change orders, credit; procuring materials, etc.

  • Perform additional assignments per supervisor's direction.

Supervisory Responsibilities:

May supervise up to three staff members.

Requirements:

Ability to read, analyzes, and interprets general business periodicals, professional journals, and technical procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to read, analyzes, and interprets common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or board of directors.

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Ability to define problems, collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Summary: The Project Controls Specialist will perform project scheduling, reporting, forecasting, and provide proposal support as required. The Project Controls Specialist will follow project controls practices as guided by the Director of Project Controls. This position requires extensive utilization of Primavera 6 and Microsoft Excel, and excellent communications skills. Essential Duties and Responsibilities: * Experience in Transmission & Distribution Utility planning/scheduling helpful, but not mandatory. * Supporting construction planning, scheduling and cost control. * Monitoring progress and costs on assigned projects and provides timely and accurate reports of these performance measurements. * Maintains the baseline for the assigned project portfolio using earned value techniques. * Analyzes projects and recommends corrective actions to mitigate negative impacts to cost and schedule. * Assists in tracking claims. * Forecast preparation. * Develop and maintain cost forecasting/cash flows for a large program. * Assists the estimating and proposal teams in proposal preparation. * Interfaces with Project Managers. Project Engineers, Construction Managers, and Clients. * Occasional travel may be required. Requirements: * Strong written and verbal communication skills. * Experience with Microsoft Project / Primavera P6 / Agtek preferred. * Advanced Microsoft Excel skills is a must. * Strong organizational skills and ability to prioritize work to ensure milestones are met. Education and Experience: * Bachelor's degree or equivalent combinations of technical training and/or related experience * Two to Five years minimum of recent applied scheduling experience. Preferably in a Construction, Heavy Civil, Utility, or EPC environment.
