D.R. Horton, Inc. is currently looking for an Estimator for their Main Office. The right candidate will be responsible for analyzing blueprints, specifications, proposals and other documentation to prepare time, cost, material, and labor estimates for products, projects or services.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Perform quantity take-offs to prepare detailed estimates in accordance with drawings and specifications

  • Review Invitation to Bid (ITB) for qualification of scope

  • Interpret architectural drawings and specifications to determine project requirements

  • Maintain computer databases (pricing, estimates, items, etc.)

  • Approve/process all over-budget purchase orders

  • Assist with maintaining take-offs, item cost and contract pricing

  • Assist in cost negotiations

  • Field phone calls from potential new vendors as well as field staff

  • Obtain vendor quotes

Supervisory Responsibilities

This job has no supervisory responsibilities.

Education and/or Experience

Prior experience in related field highly preferred.

Construction associate's degree or equivalent from two-year college or technical school; or two to four years related experience and/or training in the multi-family industry; or equivalent combination of education and experience.

Other Qualifications

Must have the ability to meet multiple deadlines

Proficient with MS Excel; knowledge of estimating software such as Blue Beam

Under general direction, performs advanced professional, financial, budgeting, research, and analytical work on the city's fiscal activities; performs related duties as required. Responsibilities include developing the annual budget, monthly analysis of the City's performance to the budget, and investment management. Essential Job Functions Serves as the City's budget officer and liaison on special projects as assigned. Directs and supervises implementation of new programs and procedures; serves as departmental information officer and responds to requests for information from other cities and outside agencies; attends and presents at City Council meetings and assists in the preparation of information for City Council consideration. Performs the preparation and compilation of the City's annual budget and five-year forecasts, and coordinates the preparation of the five-year capital improvements budget. Develops policies and procedures for budget preparation, to include the annual budget calendar, meetings, schedules, forms, and applicable software. Assists departments during budget development with projections, estimates and data entry, ensuring data submitted is relevant, reliable, and accurate. Performs revenue research and analysis, including tax collections; provides cost analysis and estimates; and prepares salary and benefits projections for inclusion in the budget. Coordinates submission of final budget documents to GFOA for the annual Budget Award. Ensures financial system (Munis) reflects budget data as adopted. Researches and compiles data and information in response to all budget inquiries. Assists departments with identifying and understanding budget variances. Prepares and presents budget amendments to Council, analyzes their fiscal impact, and ensures approved amendments are timely and accurately reflected in the financial system. Prepares monthly financial reports to reflect current financial performance of the City and projected year-end position; presents results to city staff monthly and the City's Finance Committee quarterly. Assists in the development of rates and fees for various enterprise funds, services and programs. Maintains trend data as it relates to budget preparation and rate analysis. Coordinates revisions to City's fee schedule ordinance. Serves as an Investment Officer, member of the staff Investment Team, and liaison with the City's Investment Advisors to recommend short and long-term strategic fiscal plans to meet the City's financial goals and objectives. Manages the City's Treasury function by ensuring that investments meet the City's policy guidelines and that adequate cash is available to meet all obligations. Prepares quarterly investment reports and presents to the City's Finance Committee and City Council. Effective communication within the City, the general public, and various local, state, and federal officials is essential. Performs other duties as assigned. Responsible for regular on time attendance. Minimum Requirements Bachelor's degree from an accredited college or university with major course work in accounting, budgeting or financial management and four years of experience related to accounting and/or budgeting required. Experience in a municipal setting is a plus. Thorough knowledge of financial analysis, methods of budget analysis and control, fiscal impact, performance indicators and accounting theory, practices and procedures. Superior verbal and written communication skills, with meticulous attention to accuracy and thoroughness. Good skills in financial analysis. Ability to create and maintain complex spreadsheets and models in MS Excel and/or MS Access. Working knowledge of MS Office and various governmental financial reporting systems is a plus. Skillful in working with highly sensitive and confidential information. Ability to perform thorough financial analysis and assist in research, perform management and operational analysis and prepare preliminary reports on findings and recommendations. Ability to communicate clearly, thoroughly and accurately both verbally and in writing. Ability to work and communicate effectively with other City employees, management, City Council and the public. Ability to work beyond normal working hours as needed. Other Requirements Valid Class "C" driver's license. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett.
