Position Summary

This position monitors, evaluates and helps improve the processes used to develop engineer estimates for transportation improvement projects. This position, as part of the Statewide Estimating User Group, helps monitor bidding and economic trends and to develop guidance for engineers. This position prepares and delivers training to WisDOT and consultant staff on the tools and processes required to develop estimates.

This position is a member of the Bid Analysis Team, and provides technical support for the monthly bid analysis process.

This position works directly with the proposal management section chief and the Bureau of Project Development director to complete the estimate justification process.

This position analyzes monthly letting reports and identify concerns relative to awarding contracts and complete required unbalanced bid analyses.

Salary Information

This position is in schedule-range 14-13. Starting salary for the senior level is between $79,269 and $99,840, the starting salary for the advanced level is between $88,296 and $106,808 depending on qualifications plus excellent benefits.

Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. A 12-month probationary period is required.

Level of position and salary will be determined based on the qualifications of the selected candidate at the time of hire.

Job Details

WisDOT does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. For permanent positions that allow remote work flexibility, Wisconsin residency is not required. However, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may at times need to report to office locations in Wisconsin on short notice.

Qualifications

A minimally qualified applicant for this position MUST have:

  • Candidate must have 4-year degree (or Master's or PH.D.) in Civil Engineer or a related field from an ABET accredited University, EIT Credential, or Professional Engineer (PE) credential.

  • At least 4 years of professional engineering experience in design, construction or maintenance of transportation projects

To be eligible at the Advanced level, candidates must hold a valid Professional Engineer license upon application. (Hired candidates must obtain a PE from the State of Wisconsin within three months of employment in the position.)
