General Purpose
Functionally manage and advise the hourly operation of the Energy Supply Management Generation Dispatch function. Ensure compliance with all national and regional standards. This position is responsible for oversight of hourly generation dispatch, real-power balance, optimizing system generating assets, and EIM participation consistent with the strategic direction of the Company, for the purpose of reducing net power costs. This position will oversee the daily activity around real-time power supply operations including system balancing, generation dispatch, outage management, and reliability functions.
Responsibilities
Plan and manage the work of the functional group. Lead projects and initiatives.
Lead the functional team; direct day-to-day activities and provide guidance and recommendations.
Ensure compliance with NERC/FERC/WECC standards and prudent utility practices.
Develop and maintain operator training plan in alignment with NERC PER-005 and NERC PER-006.
Train Generation Operators and document training completion utilizing approved departmental guidelines.
Maintain situational awareness of the current Delegation Agreement between Grid Operations and Energy Supply Management, and monitor compliance with BAL-001, BAL-002, and BAL-003.
Advise on changes to NERC/FERC/WECC standards and develop operating procedures that will ensure continued compliance.
Obtain and monitor real-time status information pertaining to available generation to meet the organization's obligations.
Evaluate and advise on the operational status of ESM Real-Time Generation and the current Generation Alert status, and reporting requirements in coordination with NERC EOP-004.
Provide documentation and support for all FERC/NERC audit preparation.
Collaborate with resource management, resource planning, and gas scheduling to develop the most efficient and reliable operating strategy.
Evaluate the daily resource plan for operational integrity and feasibility.
Inform the resource planning group, load and VER forecasting groups, and day ahead operations on areas of improvement in the Day Ahead Resource Plan.
Identify internal system failures and implement corrective action.
Oversee the reliable and economical balancing current system load and resource requirements.
Act as the point of contact between Energy Supply Management and Grid Operations hourly operations staff.
Manage outages and communicate complex dispatch instructions to PacifiCorp generation plants.
Establish and maintain professional relationships with internal and external stakeholders.
Provide post-operational analysis to improve performance.
Identify internal system failures and implement corrective action and provide complete documentation of events.
Provide input into team employee performance reviews. Flag performance and personnel issues for people manager resolution.
Requirements
Bachelor's Degree in Business, Economics, Engineering, or a related field; or the equivalent combination of education and experience.
Minimum of 7 years' generation dispatch; or 10 years' experience in power system analysis/economic analysis or related field.
A minimum of three years of experience in direct people or functional management.
Current NERC Certified System Operator (B/I/BIT or RC) certification or certification within 90 days of hire.
Proven skills for all facets of utility system operation, including power generation, dispatch, demand response and compliance.
Detailed knowledge of economic generation dispatch for all resources, including thermal, hydroelectric and wind resources.
Understanding of all pertinent NERC, FERC and WECC reliability standards.
Ability to establish objectives, execute policy, monitor resources, and lead the development or implementation of a system, program or process.
Leadership and teamwork skills to provide input into policy decisions and to mobilize resources to produce desired business results.
Knowledge of Company's strategic plan, objectives for specific area, as well as Company policies, procedures, and practices and federal, state, and local governmental laws and regulations.
Dispatch Mgr will not be regularly considered for shift coverage
May be required to work non-standard hours including nights, weekends, and holidays to support 24-hour real-time staff.
Preferences
Knowledge of power plants, market hubs, and interchange points between companies.
Advanced degree or certification.
Experience in organized ISO/RTO/EIM markets.
