BASIC PURPOSE

Reporting to the City Manager, the Equity and Inclusion Program Manager is responsible for citywide implementation and on-going management of both external and internal strategic equity and inclusion program initiatives. This position is also responsible for duties which include, but are not limited to, leading projects as assigned by City Manager; assisting Department Directors with implementation of equity and inclusion strategic planning; identifying and addressing short-term and long-term internal and external communication needs to support the City equity, and inclusion strategic initiatives; developing and implementing long-term strategy for employee engagement survey and resulting data or metrics; serving as an internal liaison to support the planning, logistics, and execution of various events; and performing outreach to the community.

ESSENTIAL DUTIES AND RESPONSIBILITIES

These duties include but are not limited to the following:

  • Provides consultation and guidance to City Manager on developing and implementing a strategic framework that supports an internal City culture of equity, inclusiveness and engagement. Review, monitors and periodically updates the City's equity and inclusion strategic plan. Ensures that programs and actions also align with the mission and values of the City.

  • Leads equity and inclusion projects as assigned by the City Manager in support of internal and external initiatives. Implements and/or manages existing programs that support both internal and external initiatives. Presents information to advisory boards, committees and/or City Council, and at times provides recommendations for action on programs or project initiatives a directed by City Manager.

  • Assist City Manager and Department Directors with implementation of equity and inclusion strategic plan. Develop, utilize and administer a range of tools to measure and evaluate department action plans and provide meaningful data on equity and inclusion impact. Partner with Department Directors on implementation of metrics to measure and communicate equity and inclusion progress within the City workforce.

  • Build relationships with all City departments to ensure understanding of equity and inclusion goals with business and employee needs. Work with cross-department teams to develop, present and evaluate training and learning programs to increase awareness, understanding and support of equity, inclusion and cultural proficiency in the organization.

  • Assists in providing support, communications and recommendations, to City Council and Commission on Equity regarding equity and inclusion related trends, best practices and policy updates.

  • Assists City Manager's Office with anticipating, identifying and addressing short-term and long-term internal and external communication needs to support the City equity, and inclusion strategic initiatives. Provides guidance to departments on recommended initiatives.

  • Coordinate with the Human Resources Department to integrate equity and inclusion strategies into work culture, workforce strategies, recruitment, training, including performance management, leadership development, retention strategies, and mentoring programs.

  • Assist City Manager and Human Resources Director with developing and implementing long-term strategy for employee engagement survey and resulting data or metrics. Develop methods and platforms for tracking and reporting how survey data results align with goal or benchmarks established in the strategic plan. Assist Human Resources Department with developing training material to educate workforce in use of employee engagement survey.

  • Provide support and guidance to city departments on outreach best practices and strategies to conduct public outreach efforts to include and achieve participation from underrepresented members of the community.

  • Develop and administer assessment tools, collect and analyze data, and provide periodic written and oral reports to management teams, Commission on Equity, advisory boards and City Council that evaluate the progress and effectiveness of equity and inclusion initiatives.

  • Serve as an internal liaison to support the planning, logistics, and execution of various events, such as diversity celebrations, employee resource workgroups, and other related events.

  • Represent the Agency at a variety of meetings, public events, training sessions, attend committees, and/or other related events. May serve as a City representative to community diversity organizations, as designated.

  • Perform outreach to the community, including hosting and/or attending special events, promoting civic engagement, community collaboration and building relationships.

  • May provide leadership and oversight to interns, contractors or other temporary positions.

Other Duties Assigned

  • Serves on various interdepartmental committees as assigned.

  • Perform duties in support of the City Manager's Office.

  • Performs other duties as assigned.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:

High School Diploma or equivalentANDnine (9) years of progressively responsible work experience involving diversity, equity, inclusion or belonging (DEIB) initiatives and/or DEIB program management.

OR

An Associate's degree in public or business administration, psychology, sociology, anthropology, communications, society & justice, race, gender, or ethnic studies, human resources, community development, communications, or a related field ANDseven (7) years of progressively responsible work experience involving diversity, equity, inclusion or belonging (DEIB) initiatives and/or DEIB program management.

OR

A Bachelor's degree in public or business administration, psychology, sociology, anthropology, communications, society & justice, race, gender, or ethnic studies, human resources, community development, communications, or related fieldAND five (5) years of progressively responsible work experience involving diversity, equity, inclusion or belonging (DEIB) initiatives and/or DEIB program management.

  • May have a combination of experience, education, and training that would substitute for the above requirements.

SPECIAL REQUIREMENTS OR LICENSE(S)

  • Must pass a thorough background investigation and reference checks.

  • Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.

  • Must be attentive to job safety considerations and follows all required safety policies, procedures and techniques.

  • Must possess a valid Washington State driver's license at time of hire OR must obtain within 30 days from date of hire, and must have a driving record acceptable to the City and the City's insurance carrier; OR must be able to provide own transportation to and from job, meetings, and related job sites.

  • Verification of identity and United States work authorization must be completed as required by the Immigration Reform and Control Act.
