To perform semi-skilled, skilled, and administrative work in maintaining the tractor, small engines, and mechanical equipment belonging to Transportation. To maintain equipment records and purchase of needed parts.

Essential Duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES

CORE COMPETENCIES:

Operates a variety of diagnostic instruments and a variety of hand, electric, or air driven tools

Plans, carries out and evaluates preventative maintenance schedules for all small engine equipment

Operates a diagnostic instrument on diesel and gasoline engines for mechanical and operational problems

Changes and repairs tires and tubes

Tests, services, and repairs, tractors, and mechanical equipment

Repairs, brakes, engine, electrical, fuel, hydraulic, transmission, ignition, air, exhaust, axle assemblies and related systems

Inspects, adjusts, and replaces necessary units and related parts in the performance of repair and maintenance work

Maintains records and other specialized maintenance records of equipment and mechanical equipment

Purchases equipment, parts, and supplies used for vehicle and mechanical system maintenance

Cuts and welds metal and performs metal fabrication and related work

Maintain shop area

Evaluates status of mechanical equipment and tractor, and performs or schedules needed repairs

Evaluates status of hydraulic equipment and performs other duties as assigned

May serve as a member of various employee committees

Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's Personnel Rules and Regulations; possesses and maintains a valid driver's license and comply with City of Killeen driving policy.

Performs all On-call assignments as outlined in On-Call Schedule and Departmental Policy.

Performs other duties as assigned.

Required Minimum Qualifications:

Required Minimum Qualifications

Education and Experience:

  • Graduation from high school or equivalent, and

  • Two (2) years of related experience

Knowledge, Skills and Abilities:

  • Ability to understand and follow oral and written instructions

  • Ability to communicate effectively, verbally and in writing

  • Skill in operation of listed tools and equipment

  • Ability to carry out assigned projects to completion

  • Ability to establish effective working relationships with other employees, supervisors, and the public

  • Working knowledge of gas and diesel engines,

  • Ability to maintain regular and punctual attendance

Special Requirements

  • Must have a valid Texas drivers license by date of hire

  • Must acquire a valid Texas Class B CDL within 12 months from date of hire

  • Must have or acquire within thirty (30) days from date of hire all National Institute Management Systems (N.I.M.S.) certifications as required by City and position

  • Must acquire a valid Texas Class A CDL with Tanker Endorsement within 18 months from date of hire

Tools and Equipment Used

Motorized vehicles for mechanical testing purposes, power and hand tools, equipment for vehicle and mechanical system work, mechanic's tools including jacks, hydraulic lifts, air tools required for minor repairs and routine maintenance of tractors and small mowing equipment, telephone and safety equipment as required, and other tools required for minor repairs and routine maintenance of equipment.

Essential Duties: ESSENTIAL DUTIES AND RESPONSIBILITIES CORE COMPETENCIES: Develops, plans and implements the Solid Waste Services Division's goals and objectives in support of the City of Killeen's Standard Operating Procedures (SOP); recommends and administers division policies and procedures. Reviews city, departmental and division policies with leadership team and staff. Evaluates new solid waste management options, concepts and ideas for applicability to the City. Implements operational and technological changes, as necessary, to insure long-term disposal capacity for the citizens of Killeen. Oversees development, operation, performance of mandated controls and permit(s) compliance for the Transfer Station. Ensures compliance with the approved Site Operating Plan and Texas Municipal Solid Waste Rules and Regulations. Reviews the operating plans ; prepares and submits revisions to the Texas Natural Resource Conservation Commission for approval, as required. Assures regulatory compliance with the state, Texas Commission on Environmental Quality (TCEQ) and Federal agencies. Directs the post-closure maintenance of the closed landfills. Obtains an annual inspection of the closed sites by a third party, registered professional engineer. Writes contract specifications; obtains professional engineering services, as required. Directs the recycling program and activities for the City of Killeen to achieve waste reduction, reuse, and recycling goals. Develops short and long-range goals with implementation plans. Develops policies and procedures for the operation of the Citizen Drop-off Centers and other recovery programs. Interviews, hires, and promotes personnel; evaluates performance; trains the workforce; disciplines and rewards the workforce; maintains harmony, resolves differences and grievances; complies with personnel administrative policies and procedures as prescribed by the Human Resources Department. Develops staff to understand work-related responsibilities to improve service, performance and assist in their professional development.Prepares the annual budget; reviews and analyzes expenditure reports; approves requisitions, budget transfers, and budget amendments; conducts reviews and analysis of operational effectiveness and productivity; forecasts equipment, logistical, and manpower needs; prepares cost estimates; develops new programs; briefs management and city council on budget matters, as required. Develops the Accident Prevention Plan (APP) for the Solid Waste Division in compliance with Texas Labor Code and the City of Killeen's Safety Program. Responsible for the APP implementation, compliance, and effectiveness. Inspects the workplace to eliminate hazardous conditions and unsafe practices; investigates all accidents and injuries; trains employees on the safe way to perform their jobs; conducts and prepares monthly safety meetings, performs quarterly reviews and analysis, using available injury, inspection, and accident investigation reports. Responds to public or other inquiries relative to solid waste policies and procedures. Represents the department to the community and its citizens. Responds to and resolves difficult and sensitive citizen inquires and complaints. Provides assistance to Assistant Director of Public Works, City Manager and City Council; prepares and presents reports, updates, etc. regarding solid waste services activities. Attends City Council meetings and other functions to provide information relating to solid waste services operations. Maintains regular contact with engineers, city, county, state and federal agencies, professional and technical groups and the general public regarding activities and services. Coordinates Solid Waste Services activities with other City departments and outside agencies. Serves as a member of the Central Texas Council of Governments (CTCOG) Environmental Action Committee. Serves as a member of the CTCOG Grants Steering Committee. Participates in meetings of the Staff Safety Council. Required Minimum Qualifications: REQUIRED MINIMUM QUALIFICATIONS EDUCATION AND EXPERIENCE: 1. Graduation from a four-year college with a degree in environmental science, civil engineering, public administration or a closely related field; or 2. Five years' progressively responsible experience in solid waste services; including two (2) years' experience in solid waste leadership position; or 3. Equivalent combination of related education and experience. KNOWLEDGE, SKILLS AND ABILITIES: 1. Thorough knowledge of principles, practices, methods and equipment applicable to modern solid waste operations; 2. Thorough knowledge of applicable policies, laws, and regulations affecting solid waste activities; 3. Skill in operating the listed tools and equipment; 4. Ability to communicate effectively, orally and in writing, with employees, other governmental agency representatives, city officials and the general public; 5. Ability to provide leadership to others. SPECIAL REQUIREMENTS: 1. Must have a valid Texas driver's license by date of hire. 2. Must maintain a Class A Municipal Solid Waste (MSW) license, issued by the Texas Commission on Environmental Quality (TCEQ).
