4.SALARY: $35,105.00 (through July 7, 2024)

$36,158.00 (effective July 8, 2024)

5.JOB TYPE: Full-time

6.REPORTS TO: Utility Field Services Supervisor or their designee

7.GENERAL DESCRIPTION OF THE WORK OF THE POSITION:

This employee is responsible for the operation of construction equipment. Work involves the safe and efficient operation of construction equipment in the maintenance and construction of water lines, streets, and sanitary sewers.

Responsible to get the equipment to and from the job site in compliance with traffic laws. This work requires constant attention to safety to operation in order to prevent accidents. Work is performed in accordance with instructions received from the Assistant Field Service Supervisor or designee; and employees in this class may lead subordinate laborers and lower-level equipment operators on a specific job.

Works overtime as needed and in various weather conditions with possible exposure to odors, fumes, dust, low levels of toxic conditions. Has risk of bodily injury and does any other work as assigned.

8.DUTIES OF THE POSITION (ILLUSTRATIVE ONLY):

Operates construction equipment including but not limited to backhoes, end loaders, dump trucks, etc; assists plumbers when necessary; responsible for maintenance of equipment; does manual labor when necessary; diagnoses transmission & distribution line problems and recommends methods of repair; determines procedure at site to excavate and fill line openings; advises department supervisor of operating equipment problems; and responsible for the cleanliness and light maintenance of assigned equipment. Shall be on call when necessary, may be required to wear a paging device on his/her person.

Works weekends and/ or holidays as required. Other duties as required by his/her supervisor.

9.SUPERVISORY RESPONSIBILITIES:

The incumbent occasionally leads subordinates at job sites.



  1. KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR PERFORMANCE OF THE WORK:

Knowledge of capabilities of heavy construction equipment excavation and laying of T&D lines , mechanical operations; good knowledge of traffic and safety rules and accident prevention practices; skill in operation of heavy motor equipment in all types of weather conditions; ability to troubleshoot the system and recommend remedial action; ability to understand oral or written instructions and communicate to subordinates; ability to perform assignments with a minimum of supervision and good physical condition. Must be able to interpret blueprints for construction projects and make filed drawings.



  1. EDUCATION AND/OR EXPERIENCE NECESSARY FOR WORK PREPARATION:

High School Diploma or equivalent, five years' experience in the operating heavy construction equipment and must possess a valid WV CDL, Class A, license with tanker endorsement or must be able to obtain a CDL permit within 180 days and a Class A, CDL with Tanker endorsement within one year of employment, and an equivalent combination of experience and training which provides the required knowledge, skills and abilities. As a condition of employment an acknowledgment regarding CDL requirements must be signed.

While performing the duties of this position, the employee is required to walk, sit, stand, bend, climb stairs, walk on uneven surfaces, walk on slippery surfaces, crouch, crawl, kneel, stoop, and using hands for reaching, grasping and making repetitive hand movement. The nature of the work requires the incumbent to climb ladders and work in confined spaces.

The position also requires both near and far vision when inspecting work and performing maintenance on assigned equipment. Additionally, the employee will be required, at times, to lift, carry or push/pull supplies, materials, equipment and/or items weighing up to 50 pounds while performing the duties of this position.

Work is primarily conducted outdoors in all weather conditions including wet, hot and cold. Daily duties may require the use of cleaning and lubricating chemicals. Employee will be frequently exposed to odors, fumes, toxic conditions, air contaminants, dusty and/or greasy conditions, high levels of noise and risk of bodily injury.
