Job Description

An employee in this class operates heavy equipment and a variety of specialized power equipment including dry saw, wet saw, jack hammer for job completion of street maintenance and sidewalks. The employee performs crew leader duties on the job in absence of crew leader. Work involves forming and finishing concrete such as curbs and sidewalk, installing pipe for storm sewer systems, and other general street maintenance such as spraying and cleaning storm drains. The employee provides tree removal, ice and snow removal, and water/sewer repair in emergency situations. Work is performed in accordance with departmental rules and policies. The employee sets, forms, pours, and finishes concrete to repair curbs, gutters, driveways, and sidewalks; performs street repairs and patching; lays asphalt; clears roadside and other City properties. Work subjects the employee to inside and outside environmental conditions, extreme temperatures, and normal hazards associated with operation of equipment, and working with sewers. Work is performed under the supervision of the Street Superintendent and is evaluated through daily observation. This classification is considered non-exempt in compliance with the Fair Labor Standards Act (FLSA).

Expected Hiring Range:$40,997-$45,097. Starting salary will be commensurate with qualifications. A starting salary above the range listed may be considered for highly qualified individuals not to exceed the maximum of the grade.

Examples of Duties

  • Sets, forms, pours, and finishes concrete to repair curbs, gutters, driveways, and sidewalks; performs street repairs and patching; lays asphalt; clears roadside and other City properties by cutting brush, raking and hoeing.

  • Performs crew leader duties on the job in absence of crew leader.

  • Breaks up pavements, digs holes, cuts trench, excavates and fills in holes in streets and other paved surfaces, using sledgehammer, shovel, pick, spade, rake, hoe, hand tools or jackhammer, patches and paves streets and other paved surfaces.

  • Operates heavy equipment such as rubber tire loader, rubber tire backhoe, track loader, motor grader, roller, and asphalt paver.

  • Cleans and removes debris from streets, gutters, storm drains, catch basins, drainage ditches, sidewalks, and street construction sites by shoveling, raking, sweeping, and picking up debris; removes ice and snow from the streets.

  • Uses chain saw and loppers to cut limbs to remove sight distance hazards.

  • Uses weed eater to edge grass off curbing and along edges of sidewalks.

  • Drives snow plow to clear streets from snow and ice.

  • Uses air compressor to blow out cracks and hot lance to dry the cracks.

  • Operates pickup and other maintenance equipment and performs routine maintenance on equipment; operates power street sweeper per rotating assignment; maintains and replaces sweeper brooms and liquids.

  • Removes litter along city rights of way.

  • Performs general street maintenance such as spraying and cleaning storm drains.

  • Responds to calls on weekends, nights in all kinds of weather.

  • Performs related duties as required.

Qualifications

  • Considerable knowledge of automotive and mechanical equipment operation and general maintenance work performed by a municipality.

  • Considerable knowledge of practices, methods, materials, tools, and equipment used in public streets and traffic marking field construction, repair, and maintenance work.

  • Considerable knowledge of procedures and techniques of concrete and asphalt work; hazards associated with the work and proper safety precautions.

  • Skilled in concrete construction

  • Ability to operate a backhoe, forklift, loader, mower, tractor, dump truck, leaf blower, weed eater, tamp, jackhammer, and other maintenance equipment.

  • Ability to follow safety procedures.

  • Ability to follow standard operating procedure for all street division functions.

  • Ability to receive and carry out instructions provided by a supervisor.

  • Ability to identify and report to a supervisor the maintenance needs of various structures, grounds, and facilities.

  • Ability to perform all street maintenance manual functions.

  • Ability to establish and maintain effective working relationships with other employees and the public.

Education and Experience

High School Diploma or GED equivalency and considerable prior equipment operation and maintenance work experience, or an equivalent combination of education and experience.

Special Requirements

  • Valid NC Class C Driver's License

  • Valid Commercial Driver's License (Class B CDL) or obtain within six months. We will assist you with obtaining this if needed.

Physical Requirements and Working Conditions

Work in this class is described as medium and frequently requires physical exertion to complete tasks and move objects. This employee must have visual acuity to determine the accuracy, neatness, and thoroughness of work assigned. Work typically involves the ability to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions. The worker is required to have the visual acuity to be the operator of trucks, forklifts, cranes, and other equipment. Employees are subject to hazards, including mechanical equipment, electrical current, noise and vibration and atmospheric conditions due to exposure to fumes, odors, and dust. Working conditions include both inside and outside environmental conditions.
