JOB SUMMARY:

This position is assigned to the Department of Public Works and is responsible for the operation of various types of equipment and vehicles utilized in the provision of city services related to streets, parks, facility maintenance, solid waste and utilities.

ESSENTIAL JOB FUNCTIONS:

  • Operates backhoe, front end loader, roller, 20 cubic yd. garbage truck, dump truck, skid loader and other equipment and tools used in solid waste collection, street, alley and drainage maintenance and construction

  • Supervises, schedules and participates in daily activities of staff assigned to provide a wide range of departmental services

  • Advises supervisor of needed repairs to equipment or needed equipment; performs minor repairs and preventive maintenance on equipment

  • Performs maintenance and repairs on water and wastewater systems as directed

  • Attends and participates in monthly safety meetings

  • Schedules major repairs or work activities when directed

  • Drives on assigned collection routes on which household garbage, trash, recyclable materials and brush are collected, and transports solid waste to disposal site

  • Maintains assigned vehicle(s) in a clean, safe and operable condition

  • May be required to do occasional trimming of trees and other vegetation

  • Cleans streets and low water crossings when needed

  • Responds to after-hours calls whether scheduled or not

  • Assist other departments as directed

  • Performs other duties as assigned

EDUCATION AND EXPERIENCE:

  • Experience in grounds maintenance and landscaping

  • Training in one or more of the following related areas: landscaping and grounds maintenance and small engine repair and maintenance

  • Minimum two years supervisory experience

  • High school diploma or G.E.D. preferred but not required

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of safety practices and requirements of the job

  • Ability to work well with others

  • Ability to use of landscaping and grounds maintenance, with preference for operation of vehicles that requires a Texas Class B CDL

LICENSES OR CERTIFICATES:

  • Valid Texas Class C driver license; Texas Class B CDL required within six (6) months of employment

PHYSICAL REQUIREMENTS:

  • Physical requirements include the ability to lift up to 40 pounds on a regular basis

  • Visual acuity, speech and hearing, hand/eye coordination and manual dexterity necessary to operate tools and equipment associated with the job

  • Must be able to pass a drug and/or alcohol screen

  • Working conditions are in a field environment

VIEW JOBS 2/20/2020 12:00:00 AM 2020-05-20T00:00 JOB SUMMARY: The City Secretary reports directly to the City Manager and is responsible for performing a wide variety of professional duties in support of the activities and services of the Administration Department. * ESSENTIAL JOB FUNCTIONS: * Coordinates and conducts municipal elections * Serves as the local filing authority for candidate campaign finance reports to include preparation of candidate filing packets * Prepares City Council meeting agendas, reviews agenda items and ensures legal posting requirements are met to include the various social media outlets * Posts Boards and Commission agendas to ensure legal posting requirements are met * Compiles documents for City Council Meetings and ensures timely delivery to City Council Members and Staff Members * Attends City Council Meetings and is responsible for the timely and accurate transcription of the meeting minutes * Hold and maintain the seal of the City and affix this seal to all appropriate documents * Act as agent for the purpose of serving civil process * Preserves and documents all adopted City Ordinances and Resolutions, publishes in official newspaper, and provides to Municode for codification * Coordinates publication of all official City notices and ensures compliance with applicable laws * Maintains all municipal records and is responsible for the indexing, filing and timely retrieval of requests from the City Council, City departments and the general public * Acts as a custodian of all official records and practices records management per the Texas State Library and Archives Commission retention schedule * Responds to open records requests and monitors responses to open records requests filled by other departments to ensure accuracy and timeliness of responses * Attends bid openings to present submitted bids, records receipt and tabulation of City bids * Schedules and make arrangements for Special City Council Meetings, City Council Workshops, and meetings for the City Manager * Responds to telephone complaints and inquiries as the liaison to City Council, City Council elections, directives of the City Council and available municipal services * Participates in the compilation and preparation of Mayor and Council's Honorary Certificates, Proclamations, and prepares City Council and City Manager correspondence EDUCATION AND EXPERIENCE: * High School diploma * College degree preferred but not required * 5 years of municipal government experience and supervisory experience preferred but not required LICENSES OR CERTIFICATES: * Valid Class "C" Texas Driver's License * Texas Municipal Clerk Certification preferred or obtained within three (3)years of hire date * Notary or obtain within six (6) months of hire KNOWLEDGE, SKILLS AND ABILITIES: * Use of a desk top computer in a Microsoft Windows environment (Word, Excel, PowerPoint) * Knowledge of Robert's Rules of Order * Knowledge of Federal, State and City election laws and procedures * Principals and practices of records managements, including records retention, preservation and protection and archiving laws; and methods, materials, techniques and equipment used in the operation and maintenance of the City Secretary's Office * Ability to research, analyze, maintain effective working relationships with City Staff and officials, other government officials, community groups, the general public and media representatives * Ability to communicate clearly and effectively, both verbally and in writing, with people at all levels.
