THE OPPORTUNITY:

The Park District currently has one (1) *swing shift vacancy working at the South County Corporation Yard in Castro Valley.

  • Swing shift position working hours are 3:30 pm to 12:00 am with a salary differential of 7.5%.

WHAT YOU'LL BE DOING:

Under general supervision, performs skilled inspection, maintenance, and repair work on motor vehicles, construction equipment, large trucks, power equipment, and other machinery; and performs related duties as assigned.

CLASS CHARACTERISTICS:

The Equipment Mechanic is the first level in the skilled equipment mechanic series. It is the journey level classification and requires the incumbent to be fully trained to perform a broad range of tasks that are routine and less complex. It is distinguished from the higher-level classification of Lead Equipment Mechanic, as the latter is the second level in the Skilled Equipment Mechanic series and provides lead direction.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practice.

  • Performs a variety of complex and technical work in the inspection, overhaul, maintenance, and repair of gasoline and diesel-powered vehicles, machinery, and power and construction equipment;

  • Performs repairs and maintenance on public safety vehicles including motorcycles, ATVs/UTVs, armored vehicle, and related public safety vehicles; inspects, diagnoses, repairs, overhauls, and installs motors, transmissions, differentials, steering mechanisms, pumps, vacuum boosters, air brake systems, and running gears;

  • Inspects, installs, repairs, and adjusts parts, such as clutches, brakes, bearings, pistons, rings, rods, timing gears, oil and fuel pumps, filter units, superchargers, and ignition components;

  • Repairs, modifies, and overhauls reduction gears, hydraulic and braking systems, steering systems, cooling systems, electrical systems, and similar units;

  • Develops improvements required for equipment chassis drive trains, hydraulic systems, etc. to meet District operating and safety requirements, to include modifying equipment and fabricating parts;

  • Repairs various body and chassis parts and a wide variety of specialized mechanical parts, such as crawler tracks, winches, bulldozer blades, loader scoops, lift cables, hydraulic lift units, etc.;

  • Uses stick, wirefeed, carbon-arc, and acetylene welding equipment; repairs and maintains small power units, generators, and solar systems; diagnoses and repairs hydraulic system components including control, check, and diverter valves and develops and builds such systems as needed for improved operation;

  • Installs and repairs emergency equipment on public safety vehicles including emergency lights, programming light controllers, and radios;

  • Reads and interprets mechanical drawings, specifications, and shop manuals;

  • Performs preventive maintenance work on heavy trucks and heavy construction equipment, and makes emergency repairs in the field;

  • Confers with equipment operators to determine operational problems and recommends methods to minimize breakdowns and repairs;

  • Provides estimates on labor and parts needed to perform special modification and repair work;

  • Maintains and repairs light equipment, such as portable pumps, portable gasoline generators, and mowing machines;

  • Operates and maintains hand and power tools, welding apparatus, such as stick, wirefeed, carbon-arc, and acetylene, and other shop equipment necessary to the work;

  • Performs test operation and incidental lubrication of equipment repaired, making final adjustments as needed;

  • Performs BIT inspections;

  • Performs smog and opacity inspections; prepares and keeps time/cost and maintenance records;

  • Repairs inoperative vehicles in the field or tows work to the shop;

  • Operates smog machines and performs smog tests;

  • Performs related duties as required.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

A typical way to obtain the knowledge and abilities would be:

Education: Equivalent to completion of the twelfth grade, AND

Experience: Four years of recent journey-level experience in the repair of diesel and gasoline-powered equipment; OR

Completion of a four-year apprenticeship program as outlined by the State of California and worked two years at the journey level. AND

License or Certificate: Possession of a valid Class C California Driver's License is a condition of initial and continued employment in this classification.

Additional Information

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

  • The principles of gasoline and diesel-powered engines and equipment, the methods of their repair, and of the hazards and safety precautions of the mechanic's trade.

Skilled in:

  • The operation of mechanical equipment, diagnostic equipment, machine tools, and hand equipment necessary to do the work,

  • The analysis of mechanical defects in automotive equipment; air brake systems on large trucks and trailers;

  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to:

  • Understand and carry out oral and written instructions;

  • Handle heavy equipment and operate electronic diagnostic instruments;

  • Operate mechanical equipment, diagnostic equipment, machine tools, and hand equipment necessary to the work, and in the analysis of mechanical defects in automotive equipment; work without direct supervision;

  • Possess physical characteristics necessary to perform the critical and important duties of this position, to include sufficient agility to work in tight or confined conditions and sufficient strength to lift replacement parts weighing up to 80 pounds;

  • Perform BIT inspections; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; communicate clearly and concisely, both orally and in writing;

  • Establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.

Conditions of Employment:

  • Possession of a valid Class B California Driver's License, including the tank endorsement is a condition of initial and continued employment in this classification or must be obtained within six months of appointment. Failure to obtain and subsequently maintain the required license could result in the incumbents removal from the position.,

  • License requirements are subject to changes in State and Federal law, and the East Bay Regional Park District must comply with mandated changes at all times.

  • *Class B license holder will be may have random drug test and DMV pull notice for the duration of employment

  • Depending on work location and assignment, ability to use a respirator in the performance of work. In accordance with CAL OSHA respirator regulations, Title 8, 5144 (c) (g) (l) (A) (l.), incumbent shall not wear facial hair (e.g. beards, long sideburns, etc.) that impedes the effectiveness of the respirator.

  • May be required to work unusual hours, nights, weekends, holidays, and outdoors in a variety of weather conditions.

  • Must pass a Level 1 Background Check which includes: employment history verification, employee reference check, education or certificate verification, Department of Justice fingerprinting, and criminal history review.

  • Must wear a Park District Uniform

UNION AFFILIATION:

AFSCME:East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in a Memorandum of Understanding (MOU) between the Park District and Local 2428. The probationary period for this classification is nine (9) months.

Internal Promotions:Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
