Summary

As an Equal Employment Specialist (National Advisor), you will serves as an advisor to ORMDI's senior leaders in the area of EEO Counseling. This individual is the primary subject matter expert in the area of Equal Employment Opportunity (EEO) Counseling in ORMDI and serves as the sole in-line quality reviewer of counseling episodes used by ORMDI's Regional Directors for the purposes of evaluating a critical element of performance of District Managers.

Qualifications

Specialized Experience:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS 12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Recommending improvements to the EEO counseling process to improve efficiencies. (2) Serving as consultant for both directors and managers during pre-complaint stage of the EEO complaint process. (3) Delivering training on emerging laws, regulations, or issues impacting resolutions conducted during the pre-complaint stage of EEO complaint processing.

Education

There is no educational substitution for the GS-13 level.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 grade level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50).
