Duties

The incumbent's duties include coordinating special emphasis programs, serving as technical advisor in the discrimination complaint process, identifying disputes best suited for mediation, being an avenue of first resort for aggrieved employees, and providing support, assistance and recommendations to the Equal Employment Opportunity Manager on all aspects of the Equal Employment Opportunity Program. Other major duties and responsibilities may include:

  • Provides recommendations to the Equal Employment Opportunity (EEO) /Diversity and Inclusion (D&I) Program Manager on the management of the assigned organizations of the EEO Program requirements and established goals.

  • Advises management in assigned organizations of routine requirements and of the goals established to enhance the employment opportunities of minorities and women.

  • Assists in the direction/management of one or more special emphasis programs and the EEO/DI Advisory Committee.

  • Provides routine advice.

  • Assists in the fact-finding and analysis of discrimination complaints, to include finalizing resolutions of complaints/disputes.

  • Develops draft policies for the EEO/0&I Program and evaluates equal employment activities and functions.

  • Reviews new or proposed personnel policies, procedures and guidelines and makes recommendations to management on the need for changes in existing policies.

  • Assists in reviewing new or proposed personnel policies, procedures and guidelines for impact on organizational practices.

  • Makes recommendations and identifies conflicts or deviations from acceptable and/or current policies and practices.

  • Analyses changes to regulations, policies, etc., for impact on EE0/0&1 Programs, Plans, and implements actions, under the supervision of the EEO/D&I Program Manager, to correct deficiencies identified by reviews.

  • Performs analysis of agency by reviewing policies and practices that inhibit the employment opportunities of minorities, women and individuals with disabilities. Accurately identifies specific barriers that exist throughout the organization. Identifies effective solutions to eliminate agency barriers and enhance the employment opportunities of minorities, women and individuals with disabilities.

  • Provides managers and employees with information about the organization's personnel policies, procedures and guidelines as applicable. Under the supervision of the EE0/0&1 Program Manager, provides management with advice on the requirements of the EEO/D&I Program. Ensures that information communicates agency policy and regulatory requirements.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday- Friday, 8:00am to 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/02/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07, and for the GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

For the GS-09 Specialized Experience: To meet the minimum qualifications for this position at the GS-9 grade level, you must meet one of the following: One (1) full year of specialized experience equivalent to the GS-07 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: Performs assignments requiring the use of a variety of analytical and other techniques to solve problems characterized by many interrelated facts that obtainable from several sources; disputed facts; one or a few related issues; having to determine the importance of facts; in-depth exploration of agency policies and practices, and involvement with generally cooperative parties. Chooses from several courses of action depending on the facts and issues involved and the objectives of the assignment.

Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted.

~OR~ Possess equivalent combinations of successfully completed graduate level education and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

For the GS-11 Specialized Experience: To meet the minimum qualifications for this position at the GS-11 grade level, you must meet one of the following: One (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: Knowledge of the common policies, practices and operations of the Federal personnel system, the structure and function of Federal agencies including the Veterans Administration, Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB) and Federal Labor Relations Authority (FLRA). Knowledge and skill to analyze facts identify problems, report findings, make conclusions and recommendations of corrective action or other appropriate action.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Law enforcement education or other closely or directly related subjects.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, sitting in conferences and meetings, and occasional visits to organization work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
